Study On Appraisal Of Coal Industry Transformation In Shaanxi Province

As a pillar industry in Shaanxi Province, the transformation of coal industry can not only promote the industry's own sustainable development, but also can promote regional economic growth in Shaanxi. Shaanxi Province coal industry has begun the transformnation road in the early 21st century, in the development of these 10 years, besides a lot of achievements, there are also many shortcomings. Through the description and evaluation of the status and effect , the reasonable monitoring and evaluation of the transition operation, then put forward the key and countermeasures to the new round transformation to promote the further development of the transition.Based on the classical theories about industrial structure, scale economy, circular economy and sustainable development and the current developments of coal industry in Shaanxi, the author builds the comprehensive evaluation index system of Shaanxi coal industry, and this index system mainly includes four dimensions, totally 18 indicators. The paper calculates the weight of every indicator by using entropy method, and the "TOPSIS-GRA" comprehensive evaluation method is used to judge the behavior of Shaanxi coal industry. Then based on the SCP analysis paradigm,and using the E-G two-step method to analyze the influencing factors of the coal industry economic performance in Shaanxi Province, including barriers to entry, production capacity and technological innovation.The conclusions of this paper are as follows: (1) The overall transition performance of Shaanxi coal industry shows a good trend in the decade 2006-2015, and the development has achieved some success. The economic performance tends to fluctuate back and forth, in the early years shows an upward movement, but after 2012 shows a declining movement, and the economic performance of 2015 shows the lowest position in 2006-2015; The social performance, resource performance and environment performance keep in the same direction with total. (2) The resolving excess capacity and technical innovation behavior have positive influence on industry transformation, and the barries to entry has negative influence on industry transformation. (3)According to the research results above, it can follow four measures in the future transformation-First, to pay attention to the merger and development between small and medium-sized coal enterprises in townships; Second, to form a benign interaction mechanism for eliminating backward and developing advanced production capacity; Third, to clarify the strategic focus and directio of coal science and eechnology innovation; Fourth,to pay attention to the differentia and high-end.
