The state-owned enterprises as the backbone of national economy,in order to achieve our country to build a well-off society in an all-round way plays a key role.Since "the 13 th Five-year plan",the continuous deepening of the reform of state-owned enterprises in China through advance,seek the innovation and transformation.The public transportation sectors of the state-owned enterprises directly involves the immediate interests of the national travel and so on,the department of human resources management must be clearly of their own goals about transformation and adjustment from a strategic perspective.The human resources management of the industry closely around the "urban public transport development compendium of the 13 th Five-year plan" as the guiding ideology,in order to improve service,the integration of science and technology and industry system reform,in line with the concept of public transport priority development,in the management of multiple plate adjustment and build,through study its management to strengthen the industry’s public function,preliminary built is suitable for the modern well-off society demand for urban public traffic system.The public transportation industry fulfill the functions for public service,it is the government subordinate enterprises in the industry to effectively manage class affairs public transport way through the SASAC.The state-owned enterprises in order to gain competitive advantage,the industry requires the corresponding human resource management system as a guarantee.Prevalent in the human resources management in the industry have so many problems,such as the system update not in time,high staff turnover,a line worker problem such as old ages,training insufficient,it can be adjusted by the mechanism in human resources,institutional incentives,legal protection and so on to promote the industry sustainable development.In the point of the development of the industry at present,only the all-round development of human resources management,can effectively improve the development of the industry as a whole system.Therefore,in this paper,based on the relevant theories of public management based on practical experience,is the human resources management,the essay discusses the perfect mode of may in many aspects.The first part of introduction,through the selected topic background,significance,research review,research methods,ideas and possible innovations.The second part is the industry of the particularity of human resources management,combining with the present situation and existing problems.The third part from three aspects of management,law,data analysis of multidimensional examples analysis.Firstly,draw lessons from the new public management related theory,analyze the public transport industry state-owned enterprises human resources management;Secondly,analyze the industry human resources management theory of law;Again,through to the industry and the author himself some related data of the state-owned enterprise in the industry data analysis.The fourth part is a summary on the foreign advanced innovation management mode,the main reference the management experience of Germany and Japan.The fifth part puts forward in the reform of state-owned enterprises under the big background,the improvement of the human resource management countermeasures for the industry,mainly including increasing innovation,perfect the mechanism,the adjustment system,legal protection and the enterprise culture and other aspects,this part is the focus of this article.The sixth part of the above part comb summary.The possible innovation point lies in the use of the new public management theory and analyzes the combination of human resources management,combined with the actual case study of Shanghai to build effective mode;In special training and examination of plate,the innovative factors such as the service object,activity indicators such as comprehensive consideration.In this paper,it combined with a variety of methods study,analyze the present situation of the existence,it try to get revelation from the overseas advanced innovation model and large enterprise human resources reform practice in Shanghai,and by the analysis of some phenomenon in the industry and the latest case,it put forward some creative countermeasures,and it has a certain practical significance.
