At present,China is in the high-speed development period of urbanization.The transportation industry is an important base and leading industry of the national economy.With the increasing scale of transportation and facilities construction,the transportation industry is in urgent need of a large number of high-quality talents and advanced human resources management technology.The state-owned transportation enterprise not only takes the part of the social comprehensive management role,but also takes part in the market competition and insists on the construction of the modern enterprise system.The advanced human resource management is one of the important links.This thesis taking Transportation Group of A County as the research object,combining with the current situation of the development of human resources in China's transportation industry,using human resources related theory,surrounding the six modules of human resources planning,staffing,training and development,performance management,compensation incentives,labor relations management,designs and researches the human resource development and management system of the group,and also expound the corresponding safeguard measures from the aspects of management concept and technology renewal,enterprise culture construction and the role of Party building.After the merger and reorganization of Transportation Group of A County in recent years,although the personnel management has been reformed,it is far from meeting the requirements of modern enterprise management.This thesis is based onthe strategic objectives of Transportation Group of A County,proposes the plan for human resource requirements for the next five years,allocates them according to the requirements and different stages,establishes a mechanism for training and development of talents,improves the performance appraisal,increases salary incentive,strengthens labor relations management,forms the whole chain of management from manpower resources allocation,development to evaluation,incentive,with information platform,enterprise culture and other safeguards,and ultimately realizes the mutual promotion of individual ability and enterprise performance.The research conclusion of this thesis can provide practical guidance and advice for Transportation Group's human resource work,and can be used for reference by other groups in A County.
