Food safety is the people's livelihood.To achieve self-sufficiency in grain,it is necessary to ensure the steady development of society and economy,and thus be able to gain a foothold in the domestic market and stand firm in the complex and changing international situation.Food security has always been the cornerstone of national social stability.It is the most important issue of the three major economic security that we need to face now.It determines whether the country can stand on its own,whether the people can strengthen themselves,whether the society can be stable and whether the economy can develop.At present,Xinjiang is in a critical period of increasing grain production capacity,facing a major historic opportunity.Abundant land resources determine its huge grain production potential.It is the province that has the most grain to increase production space.The state wants to build Xinjiang into a national grain reserve base.Give full play to the advantages of its rich land resources,ensure that one billion and three hundred million people's food security has been sustained for a long time.Xinjiang's grain security is not only of strategic economic significance,but also of strategic political significance.Therefore,Xinjiang's grain security is crucial to the protection of national security.This research takes Xinjiang region as the object of study.On the basis of the study of natural conditions,climate,hydrology,social economy and food security in the study area.The calculated weight by entropy method,comprehensive evaluation of time series and space series on food security situation by using matter-element model from 2006 to 2015 in Xinjiang,including the index level(production,consumption and circulation)safety evaluation and single index.At the same time,the barrier model is used to diagnose the barrier factors that hinder the development of food security in Xinjiang.Sorting out the leading factors affecting the development of food security.Finally,combining the regional characteristics of Xinjiang,the paper puts forward some policy recommendations for the sustainable development of food security.The main conclusions are as follows:(1)Food security level experienced from 2006 to 2015 in Xinjiang: basic security(III)-Basic Safety(III)-Basic Safety(III)-Comparative Safety(II)-Safety(I)-Comparative Safety(II)-Comparative Safety(II)-Security(I)-Security(I)-Security(I).The overall level of food safety in good condition,no year is in the critical safety,security level,correlation degree and relative to the basic safety gradually weakened,but relative to the level of security,correlation comparison in the enhanced security level.It shows that the grain security situation has developed well in the past ten years in Xinjiang.(2)The factors of food security layer(food production,food consumption,grain circulation)correlation grade have different degrees of increase from 2006 to 2015 in Xinjiang,changing from the basic level of security to the security level,most of the state is not stable,have the potential of the transformation.That factor layer good momentum of development.(3)The situation of grain security varies greatly in Xinjiang,and the balance of supply and demand is realized in the whole region.The food producing areas are the most secure,including Changji,Tacheng,Yili and so on.Urumqi,Karamay and other areas of food safety,due to the consumption of grain circulation in good condition.So as to realize food security in the whole region.(4)The main obstacle factor for grain security is grain production factors in Xinjiang.The obstacle degree of grain production factor gradually weakens,and the barrier of grain consumption and grain circulation gradually strengthens.From 2006 to 2009,the first obstacle factor of grain production factor is the total power of agricultural mechanization,and the second obstacle factor is the amount of chemical fertilizer applied.From 2010 to 2015,the main obstacles to food security are the disaster area,the ratio of the affected area,and the natural growth rate of the population.(5)The development of grain security should combine the regional characteristics of various regions,give full play to the advantages of resources,improve the grain production capacity and achieve the sustainable development of grain security under the favorable conditions of policy support in Xinjiang.
