Research On Rural Poverty Problems Of Linxia State In Gansu Province Under The Perspective Of Overall Urban-rural Development

Hui Autonomous Prefecture of Linxia (hereinafter referred to as Linxia State) is one of the two Ethnic minority autonomous prefectures. The rural poverty problem influences strongly on the local all-round development of economy and society. In recent years, local government has tried majority of manners to solve it, and made some achievements. However, the problem of rural poverty in Linxia is still severe. Hence, it is significantly practical, in the circumstance of the construction of socialist well-off society, to get a accurate understanding of local rural poverty problem of Linxia and explore new ways to solve local rural poverty in harmony with times.This paper states many kinds of theories on both overall urban-rural development and rural development. The author tries to create new ways from a perspective of overall urban-rural development to solve these problems of Linxia by analyze its causes, development and consequence.This paper can be devided into for main parts.In the first part, the author concludes the theories on both poverty problem and overall urban-rural development at home and abroad, especially theory of the causes of poverty and rural anti-poverty theory in the circumstance of overall urban-rural development, which bonds rural anti-poverty with over-rall development.All these theories provide a theoretical support for Linxia government to solve the poverty problems.Morever, this paper discusses several typical cases on anti-poverty in both domestic and foreign countries, which brings about a little experience to solve Linxia’s poverty problem. Such as getting effective combination between government and non-governmental sectors, attaching great importance to public policy for poor population, strengthening the government’s macro-regulatory functions, and operating the "employment priority" strategy.In addition, according to theory of the causes of poverty, the author analyses the causes, characteristic and current situation of Linxia’s poverty problem from following aspects:geographical environment, infrastructure, capital investment, etc.Finally, the author indicates new methods to solve poverty problem in Linxia.Firstly, balance urban and rural agricultural integration development. Secondly, coordinate urban and rural social development. Thirdly, integrate urban and rural infrastructure development.Lastly, composite urban and rural ecological environment construction.
