In recent years,study on regional development has been a significant characteristic of the Economic Geography and the Regional Economics.Regional economics cooperation is one of the most important subjects and the local government plays a leading role in the cooperation.Under the framework of traditional regional development theories,local government would focus on gathering resources inside the region.They would consider that to develop an area must have to depend on the area itself and its factor endowments.Actually,the modern regional development theories bring forward that the flowing factor endowments are making the areas connect tightly.They believe the regional economic growth depends more on gathering resource from the external region.Hence,the local government have to take the responsibility of building a multi-scalar regional network to improve the mobility of factor endowments.On the other hand,considering the background of globalization,it leads a new state called Re-scaling.The state re-scaling makes people put more attention on building a multi-scalar network by regional economic cooperation.Taking Guangdong Province as a case study,this paper analyses the network connections that under regional development and how the Guangdong provincial government builds these connections to facilitate multi-scalar regional network.This paper utilized the trade dependency index,trade intensity index,interregional specialization index and gravity model of trade to analyze the level of Guangdong's multi-scalar regional cooperation.Also,compare with Jiangsu Province,an developed economical province as well,to find out the lack of the regional network.In the end,summarized a conclusion and put forward the corresponding policy suggestions according to the result.
