As an integral part of performance management,Employee Performance Evaluation has become a basic means of human resources management in many enterprises.At present,scholars at home and abroad have different cognition on performance appraisal.The result of the Employee Performance Evaluation is not identical.In order to improve the performance and provide reference for the performance evaluation of state-owned enterprises,a new Employee Performance Evaluation System was constructed and practiced in this paper.In this paper,the literature review method and investigation method was used in the study of development of Performance Evaluation.The advantages and disadvantages of all kinds of Performance Evaluation methods was analyzed,and the basic connotation of Employee Performance Evaluation was determined.Through the investigation and interviews,the present situation of Employee Performance Evaluation was recognized,and the existing problems was found.According to the present enterprise situation,the combination performance evaluation method of KPI and BSC was adopted in designing the system of Employee Performance Evaluation Index System,with professional and technical employee performance evaluation as an example,the employee performance index type,the inspection cycle,goal setting,the index weight,evaluation standard and other elements of the design process was introduced in detail.In order to ensure the effective implementation of the system,the closed-loop performance management circulation system was perfected,the supporting measures about the organization,regulations,training and cultural aspects was clearly made.The results show that the enterprise strategic target and employee job performance was effectively combined by the new Employee Performance Evaluation system.This system can motivate workers to complete job objectives and can effectively promote the completion of enterprise production and operation performance at the same time,the enterprise sustainable development foundation was continually strengthened.
