Small and small relative to the giant and large,may not be so compelling,but in economic development and social life,the value of small micro-enterprises are not lower than large enterprises.Small micro-enterprises are widely distributed in one,two,three industries in the effective filling large and medium-sized enterprises in the blank area,has become indispensable in all sectors of the lubricant.However,small and small enterprises are forced by their own size and capacity constraints,if allowed to develop freely,the result is often a serious shortage of development potential,or is flooded by the flood of the market.So the government for small micro-enterprise support is particularly important.Because the small micro-scale of their own reasons are generally limited to a local development,so the support of local governments on the development of small micro-enterprises have great practical significance.In this paper,through the developed countries in Europe and the United States and China’s developed areas of small and micro enterprises to support ways to sum up the analysis of its jurisdiction within the small micro-enterprises can grow and develop the internal reasons.There are three aspects,the firset is the organization is more perfect,there are specialized management agencies and intermediary organizations;the second,the legal system is sound,support the work of legal protection;the third,economic support,financing,security and other aspects of small and micro enterprises more open TheIn the field of public services,the government has not provided an effective platform for the education and training of intellectual property rights,market development,technical capability and business level of small and micro enterprises.In the financing of small and micro enterprises relative to the scale of enterprises,because of its own scale and the lack of security system,the financing channels are relatively narrow,higher financing costs.As the small micro-enterprise itself for the establishment of the talent system is generally not perfect,its talent on the short board also directly hindered its better development,in these areas the government did not take effective measures to help.Some of these problems are the emergence of the government in the management process,the need for the Government to enhance the level of governance,increase support efforts,and some of the problems of their own enterprises,the Government can through administrative means to help and guide enterprises.In the face of local government’s problems in the process of supporting small and micro enterprises,local governments should improve the legal system,set up special managers,establish intermediary platform,solve the financing problems,promote the levelof enterprise management progress,fill talent short board,Promote the development of small micro-enterprises.Local government assistance and support to small and micro enterprises should not only be reflected in the short-term policies and benefits given by the government,but also should be reflected in the long-term interaction with enterprises,so that enterprises take a healthy development model,the formation of an effective personnel training mechanism,for the long-term healthy development of enterprises to help.
