In the case of increasing population aging and gradual reducing family size,the state has become difficult to meet the growing material and spiritual needs of the elderly byundertakingthe social welfare for longterm.At present,the single pension approach is far from meeting the needs of nowadays elderly groups.Therefore,it’s quite urgent to promote social welfare socialization and improve national welfare system.It’s the inevitable trend to make the aging service industry into marketization and privatization in the development of China’s market economy.However,the public pension institutions are lack of marketing ideas,as well as with weak sense of competition,low service functions and service level.The problems existing in private pension institutions,such as uneven distribution,poor adaptability to the needs of the elderly,make the small private pension institutions cover the shortages of public pension institutions and large private pension institutions in time,and improve the pension service system as well.In the background of population aging in Jilin Province and the small scale reform of private pension institutions put forward by the government,and taking the small private pension institutions in Jilin as the research object,this paper makes the investigations and analyses in the hardware facilities,nursing staff,business conditions and other aspects of it through the literature analysis,questionnaire survey and interview method.It is found that smallprivate pension institutions have their own advantages in the context of population aging,diversification of demand for the elderly and increasing demand for home culture.However,in the current situation,small pension institutions still have disadvantages in the competition,such as poor hardware conditions,non-standardizedmanagement,poor resistance to risk,insufficient human resources and other restrictions,which have limited the development badly.At the same time,the main reasons for these problems are the absence of necessary social supports,low specialization,indefinite organization location,poor treatment of nursing staff,and so on.In view of these problems and the reasons,this paper puts forward the following countermeasures,such as paying attention to the cultivation of professional talents,paying attention to the quality of old-age service,strengthening the government supervision,standardizing the operation of organizations,maxing the advantages ofsmall institutions,guiding the organization to accurate location,speeding up the implementation of policies and deepening the social supports.
