In China,with the transformation of government functions,management model should also keep pace with the times.Through the use of advanced management ideas to improve the efficiency of government work,and performance appraisal is one of the important way.The tax department,as an important functional department of the country,can obtain the performance of various departments through administrative performance.The main object of the tax authorities is the taxpayer,its tax service level,collection management capacity,will directly affect the taxpayer and the tax department of the relationship between the registration and the overall image of the tax department,the introduction of performance appraisal in the promotion of government agencies work attitude and manner has long-term significance.This paper is divided into six parts.The first part elaborates the research background and significance,and summarizes the relevant contents through the collection of literature.It mainly uses the method of literature research,argumentation,investigation and research,qualitative and quantitative analysis.The second part introduces the theoretical basis related to this article,the content of the performance appraisal has a more comprehensive understanding,master the balance scorecard theory.The third part mainly introduces the basic situation of J Bureau and the problems of current performance appraisal system and its causes.The fourth part is the focus of this article.Firstly,the feasibility of the introduction of the Balanced Scorecard is demonstrated by combining the actual situation of J Bureau.Secondly,it is the construction of the performance evaluation system of the Balanced Scorecard,which includes four principles,Four dimensions and the setting of the index.Finally,the allocation of the weight of the evaluation index is adopted by the analytic hierarchy process,so as to establish the performance appraisal system of the balanced scorecard in line with the new economic development situation.The fifth part is the application of the new performance appraisal system,select the two tax offices under the J Bureau,through the collection of data on its performance appraisal,and the results of the assessment made a profound analysis.Through the preliminary verification,that the system is feasible.The sixth part is mainly to put forward practical suggestions in order to better implement the new performance appraisal system in the J Bureau.
