Comparative Study On Relationship Between The Influence And Management And Operation Mechanism Construction Of Social Think Tanks:A Multiple Case Study

Nowadays,think tanks are increasingly becoming a global phenomenon and recent decades have seen a surge in the number of think tanks.Similarly Chinese think tanks have developed rapidly in the recent years.In 2013,CPC Third Plenary Session released The Decision of the CPC Central Committee on Several Important Issues of Comprehensively Deepening,in which the CPC decided to ‘strengthen Chinese feature of the new think tank construction and establish the decision-making consultation system'.Thus,Chinese think tanks step into golden times.The National high-end think tank construction pilot work conference made think tanks part of development of the whole country.However,compared to the immensely powerful think tanks of developed countries,Chinese think tanks still have a long way to go,especially social think tanks.Then,which way should Chinese social think tanks choose to take under the environment of socialism with Chinese characteristics? In the process of development,what difficulties are Chinese social think tanks faced with? How do they seek a breakthrough and development under these constraints? This paper aims at answering these questions and giving some advice on the operation mechanism of new types of think tanks with distinctive Chinese features.This paper firstly introduces the concept and character of Chinese think tanks.Secondly,we analyze the experience of foreign think tanks,and focus on three typical types of management and operation mechanism including American,British and Japanese think tanks.Then we choose four think tanks as cases to analyze the management and operation mechanism.The research starts from four perspectives which include personnel,funds,projects and results.The result shows that the case think tanks have particular problems for individual think tanks and common problems.Based on this result,this paper constructs a theoretical frame of relationship between the influence and operation mechanism.Finally we provide policy recommendations based on the case study from the aspects of think tanks and society.We hope that this research can make contributions to develop social think tanks which make institutional more innovations and play a more critical role in policymaking.
