Study On The Problem Of Illegal Construction In The Process Of Urbanization And Its Treatment

Since the reform and opening up,China's economy has developed into comprehensive and rapid stage,accelerating the urbanization.With the level of urbanization gradually improved,some problems are revealed.The practice of urban construction proves that rural illegal buildings restrict the promotion of urbanization.Rural illegal buildings are bringing serious negative impacts on people' lives,public security,social justice,and government administration.It is a serious problem that local government ' s public affair management and social development are faced with in the process of preventing and dealing with the rural illegal buildings in order to strengthen the urbanization.Through literature research,comparative research,observation and other methods,this paper summarizes the new changes of the current rural illegal buildings ' major structure,form and trend;and fully analyzes rural illegal buildings' influences on urban and rural public services,social harmony and stability,social fairness and justice,government management cost,rural living environment and many other aspects;this paper also,from multiple perspectives,explores the rural illegal buildings' causes,which includes defective legal system of law,the low risk of breaking the law,poor supervision of local government and functional department,unreasonable urban and rural planning,no implementation of housing supply and demand balance,and weak legal sense of people etc..On the base of using the experience of developed regions and counties,to deal with the rural illegal buildings in the process of urbanization,this paper puts forward some specific measures and proposals such as laying foundation and perfecting related laws and regulations;adapting to local condition and working out the land use plan from science;administration according to the law and improving the public management level;people-oriented and protecting human rights;the enlarging propaganda and strengthening people's awareness;perfecting the mechanism and forming a pattern of prevention can be endured with mass participation.Hope all of the measures and proposals mentioned above are likely to solve the rural illegal buildings effectively,and form modal for accelerating the urbanization and provide some ideas to research the problem more profoundly.
