Study On The Rationality Of Personnel Structure Management In Agent Construction Enterprise Of XiaMen Financial Investment And Financing Project

Xiamen is the first pilot city about agent construction system in China,during the 20 years' agent construction practice of financial investment and financing project,it has achieved good both social and economic results.However,there are still some problems in the current agent construction system,such as the irrational management of personnel structure,the imperfect of the access-exit mechanism.These issues directly affect the success and efficiency of financial investment and financing projects,and they are not good for the development of the construction market.This article,based on the agent construction governance structure of financial investment and financing project in Xiamen,focuses on the personnel structure of construction agency from the government management's perspective.First of all,combing the management method in Xiamen agent system,the author analyzes the existing problems of the personnel management of the construction agency.And then analyzes the basic staffing requirements and enterprise qualification of the different construction agency under different qualification grades.Secondly,the author analyzes the influencing factors of the rationality of the personnel structure of the agent system,establishes the index system,after that construct the evaluation model of the rationality of the staff structure of the agent system by using the expert authority coefficient method,Delphi method and the structural entropy method,at the same time,put forward the evaluation rules.Based on the access-exist mechanism built by the staff structure management,the author also proposes the corresponding safeguard measures to achieve the dynamic management of the construction agent and the rational management of personnel structure.Finally,the author makes an empirical analysis of a chosen construction agent in Xiamen to verify the rationality and practicability of the study of the management of personnel structure management in this paper.This study period enriches the theory of agent construction system and provides a decision-making guideline for the government to further strengthen the reasonablemanagement of the construction agency system.Simultaneously,it also inspires the construction agent to optimize the staff structure and strengthen the level of construction management.This paper has certain theoretical significance and application value for ensuring the efficiency of financial investment and financing projects.
