Analysis On The Influencing Factors Of Agricultural Land Management Right Mortgage Loan In Guangdong Pilot Area

In order to solve the long-standing problem that Chinese farmers have in financing,getting loan as well as mortgage,the government has introduced policies on the mortgage loan with agricultural land management right and implemented it in the pilot areas.However,from the practical point of view,pilot work is hard to promote.This paper mainly analyzes the influencing factors behind the present China's agricultural land management right mortgage pilot work,the demand side,the supply side as well as the local government,which are the tripartite main body involved.The paper analyzes the factors,based on agricultural land management right mortgage survey data of Guangdong pilot areas and with binary logistics regression model and factor analysis method,which hinder rural land management right mortgage both supply and demand willingness and behavior of local government one by one.The major conclusion comes as follows.The main factors affecting the demand side is the age of head of a household,family income,private lending experience,land area,farmers' satisfaction on mortgage loans and the prospect on mortgage loans to farmers';Factors affecting the supply side willingness mainly lies on staff education,guarantee from the third party,the disposal of mortgage difficulty,the value of land contractual management,the actual loan application,laws and regulations level;Factors affecting the behavior of local government are the main functions of the government,the external environment,normative documents and other related rules and regulations,as well as the prospect of mortgage and the related risk assessment.Based on these conclusions,the paper also puts forward some policy suggestions to promote the development of agricultural land management right mortgage loan.
