In recent years,China,especially in Hebei Province,the haze problem is becoming increasingly serious,low-carbon economy is imperative.Logistics industry plays a decisive role in the development of low-carbon economy.In the background of the continuous growth of logistics demand and the increasingly significant environmental protection of low-carbon economy,the re-measurement at technology and scale-efficiency of Hebei Province logistics industry,so as to strengthen the effective allocation of resources and rational use and improving the level of logistics technology has become an important issue.This paper first elaborates and reviews the relevant theories from three aspects: low-carbon economy and low-carbon logistics,logistics industry and logistics efficiency,logistics efficiency and low-carbon economic development.Making definitions of the relevant concepts,the logistics industry efficiency research content and the interactive relationship of low-carbon economy to promote the development of the logistics industry and logistics efficiency to promote the development of low-carbon economy.Secondly,through the qualitative analysis and forecasting of the present situation and trend of the logistics industry and the low-carbon logistics,it is concluded that the quality and efficiency of logistics development in Hebei Province have been improved in recent years.In micro-level,low-carbon logistics technology and management is relatively backward.There are a low awareness of low-carbon logistics,unbalanced between low-carbon logistics technology and management development,huge resource investment,logistics industry scale is not obvious and other problems in low-carbon logistics development.The above problems may affect the technology and scale efficiency improvement of logistics industry in Hebei Province.Afterwards,according to the pollutant input treatment method,the CO2 emission of logistics industry is taken as one of the input variables,and select the C2 R and BC2 models in the input-oriented DEA,and constructs the evaluation system of technology and scale efficiency of logistics industry in Hebei Province.Meanwhile,reasonably handle the data of the national logistics industry form 2012 to 2014 and the data of logistics industry in Hebei Province from 2003 to 2014,and then carry out the DEA model to make horizontal contrast and longitudinal analysis through the comprehensive technical efficiency,pure technical efficiency,scale efficiency and scale compensation of logistics industry in Hebei Province.It is concluded that logistics technology and scale efficiency of Hebei Province are at a higher level in the country.But it still does not reach the optimal level from their own development,low-carbon logistics efficiency has further room for improvement.At present,the logistics efficiency is not strongly dependent on technology and management.The development of the logistics industry in Hebei Province is still driven by the extensive logistics economy with high input and high output.With the improvement of technical efficiency,the development of logistics industry in Hebei Province has a tendency towards low-carbon economy.The scale efficiency is the short board that restricts the overall efficiency of logistics,which conclude that the policy guide,adjusting the industrial structure,optimizing the allocation of resources is the best entry point of enhance efficiency.Finally,according to the conclusion of evaluation and analysis,the paper puts forward some suggestions and measures in combination with the present situation,trend and problems of logistics industry and low carbon logistics in Hebei Province.To enhance the scale and technical level of logistics industry from the following aspects: promoting enterprises' low-carbon logistics activities with the publicity and policy guidance,logistics integration and industry integration for the drive to improve the scale of logistics efficiency and freight logistics as the direction to promote small and medium enterprises dynamic logistics alliance.
