An Analysis Of Economic Operating Mechanism And Growth Power Of Yangtze River Economic Belt

Since ancient times,the Yangtze River Basin is one of the cradles of the China,has a pivotal position in C hina's economic development.Since the founding of the New China,the development of the Yangtze River has experienced twists and turns,after a long time exploring,the State Council issued the " Guiding opinions of the State Council on promoting the development of the Yangtze River Economic Belt on the basis of the golden waterway" in September 2014 and approved "the Yangtze River Economic Belt Development Plan" in September 2016,which indicated the Yangtze River Economic Belt fully promoted to national strategy.At the same time,after thirty years rapid development,China's economy development has entered a moderate growth period,need to find a new economic growth point,so the research of the Yangtze River Economic Belt operation mechanism and growth power,not only can push the Yangtze River Economic Belt to keep sustainable and healthy development,promote the coordinated development of East and West regions of China,can also be combined with "O ne Belt,One Ro ad" strategy to promote C hinese economy transformation and upgrade,which has very important strategic significance.In this paper,we will focus on the operation mechanism and growth power of the Yangtze River Economic Belt,mainly start from the following ideas:First,this paper sorts out the regional economic growth theory such as point-axis development theory,gradient theory,network development theory,be familiar with the mechanism of economic growth;Sorts out theory of basin economy,clarify the concept,characteristics and functions of river basin,basin economy,and summarize the development of the basin economic integration;Sorts out theory of the complex ecosystem theory,understand the concept,characteristics and dynamic mechanism of complex ecosystem theory.Then,the paper reviews the domestic and foreign research on the regional economic growth,sorts out domestic and foreign research on the basin economy,and finally makes a summary to above studies.Secondly,define the scope of the Yangtze River Economic Belt,to determine the scope of this study;Introduce the general situation of the main channel of the Yangtze River,to show the development potential of Ya ngtze River "golden waterway";Describe objectively the social economy level of the Yangtze River Economic Belt,to understand the development foundation of the Yangtze River Economic Belt;And then take the time as clue to sorting out the development course of the Yangtze River Economic Belt,practice shows that since reform and openness,development and construction of the Yangtze River Economic Belt has changed from self-development to the national development strategy.Again,as a basin economy,Yangtze River Economic Belt is bound to have some similarities with some foreign river basins.After a long period of development,the development model of foreign river basin is relatively mature,this is able to provide experience and lessons of development to Yangtze River Economic Belt.Based on this,this paper introduces the experience and lessons of the Rhine River and the Danube River in Europe,the Tennessee River and the Mississippi River in America,the Amazon River in South America,study its basin development practice such as development strategy,system design,industrial planning and coordinated development,refine its successful experience,learn from the lessons of failure,which can provide the beneficial reference and enlightenment for the development of the Yangtze River Economic Belt.Then,as an economic activity,the development of the Yangtze River Economic Belt cannot do without the guidance to resources and elements by the market;As a national strategy,the development of the Yangtze River Economic Belt cannot be separated from policy support and public goods by the government.This paper try to explore the operation mechanisms of the Yangtze River Economic Belt in the micro-economic and macro-economic,it is believed that the Yangtze River Economic Belt has the operation mechanism of the government regulation mechanism,the basin coordination mechanism,the organization innovation mechanism and the legal safeguard mechanism in the macro level,has competition mechanism,interest mechanism,technical progress mechanism and linkage mechanism in the micro level.Through these mechanisms,the Yangtze River Economic Belt can achieve allocation of resources effectively,economic growth sustainably and regional development coordinately.Finally,make a general analysis on the economic growth of the Yangtze River,to show the development trend of the Yangtze River Economic.Using the extended production function model and the capital input,labor input,government expenditure,industrial structure variables,the urbanization variables and the system variables of the Yangtze River Economic Belt from 1978 to 2015,demonstrates the economic growth of Yangtze River Economic Belt,the results show that the economic growth of the Yangtze River Economic Belt is still driven by factor of production and investment,the employment population corresponding to the labor input,the investment of fixed assets and government expenditure corresponding to capital input are still the most important factors to affect the economic growth.In the long run,the promotion of industrial structure and urbanization are the potential points of economic growth to the Yangtze River Economic Belt,will have great room for development and prospects.According to the previous analysis and empirical results,this paper puts forward some suggestions to promote the healthy and sustainable development of the Yangtze River Economic Belt.
