Research On The Readiness Index System Of Urban Digital Economy Development In The Yangtze River Economic Belt

With the development of information technology represented by Internet,cloud computing and big data,the deep integration of information technology and economic society,digital economy has become the core power of global economic growth.The Party Central Committee and local governments have continuously strengthened the strategic deployment of the digital economy,and vigorously developed the digital economy as an important measure to promote high-quality economic development.A correct understanding of the development readiness,development conditions and external environment of the digital economy is conducive to local governments' indepth understanding of the development status and existing problems of the digital economy in various regions,improving the efficiency of the implementation and deployment of the digital economy in various regions,and providing theoretical basis for the development decision-making of the digital economy.This paper first combs the related concepts of digital economy and digital economy readiness,and studies of the evaluation of digital economy development level and digital economy readiness level at home and abroad.It focuses on the theory of industrial life cycle and three-stage model of OECD informatization process,and analyzes the development status and existing problems of cities in the Yangtze River economic belt.Secondly,on the basis of literature review and related theoretical preparation,this paper establishes the index system in strict accordance with the construction process of the index system: the first step is to use a conceptual analysis method,literature statistics method,and expert survey method to conduct preliminary screening of indicators;second Step,using membership analysis to select the second round of indicators,the third step,using related analysis and other methods,and modify the indicators based on the availability of data;the fourth step,using the entropy method to weight indicators,determining the weight of each indicator.Finally,an indicator system of urban digital economic development readiness covering four dimensions of information base,economic development,human capital and development environment will be formed.Based on the empirical analysis of digital economy readiness of cities in the Yangtze River economic belt,the total index and sub index of digital economy of 11 provincial capitals are calculated.K-means algorithm is used to cluster analysis,elbow method and contour coefficient are used to determine the optimal K value,and cities in the Yangtze River economic belt are divided into three categories.Select representative cities for empirical analysis,and analyze the differences and causes of digital economic readiness of each city.Based on the data of 2017,it is found that the digital economy development readiness of cities in the Yangtze River economic belt is unbalanced,which shows a decreasing trend in the East,the middle and the West.Hangzhou and Shanghai ranked first and second in the region with a total score of 150.191 and 139.209 respectively.Hangzhou,Shanghai,Nanjing and Chengdu from the West constitute the "first echelon" of the readiness of digital economic development in the Yangtze River economic belt,which is summarized as a "leading" city of digital economic development.Wuhan,Changsha and Hefei from the central part constitute the "second echelon" of the readiness of digital economic development in the Yangtze River economic belt,which is summed up as the "catch-up" city of digital economic development,while Nanchang from the central part and Chongqing,Guiyang and Kunming from the West form the "third echelon",that is,the "awakening" city of digital economy.Finally,according to the results of K-means cluster analysis,the paper puts forward suggestions on the improvement of digital economic development of three types of Yangtze River Economic Belt cities represented by Hangzhou,Wuhan and Guiyang.
