Research On The Regional Innovative Ability Assessment And Construction In The Underdeveloped Regions

Regional innovative capacity is the important component of national innovativecapacity and national competitive advantage. It is the important foundation for building aninnovation-orientated country. To enhance regional innovative capacity has become animportant way for China to emulate western developed countries, also is the key for people inthat region to realize advantages of backwardness and becoming better off from poverty.Study on the evaluation and cultivation of innovative capacity in less developed areas is forlearning the advanced experience of foreign regional innovative capacity cultivation, graspingthe elements which affect the promotion of innovative capacity in less developed areas,building the influence factor model of regional innovative capacity in less developed areas.For this reason, the paper studies the key elements which form the regional innovativecapacity, analyzes practices and experiences of foreign regional innovative capacitycultivation, systematically explores the construction of influence factor model of regionalinnovative ability, evaluates the regional innovative ability, proposes countermeasures andsuggestions for cultivating the regional innovative capacity in less developed areas.1. Based upon the summary of the concepts and related theories of regional innovationsystem and regional innovation ability, the paper defines the concept of the less developedregion,,proposes the component elements of regional innovation capacity in less developedareas. Regional innovation environment ability, knowledge innovation ability, technologyinnovation ability, transformation ability of innovation achievement, developing level ofregional economic are the key factors to influence regional innovation capacity in lessdeveloped areas, this lays the foundation for the construction of the influence factor model ofregional innovation capacity in less developed areas.2. Based upon the deep analysis of the United States, Japan, EU, India and othercountries and regions’ s practices and experiences of regional innovation ability cultivation,the paper discloses the basic rule of regional innovation ability cultivation in less developedareas, whether the national government or regional government dominates theoptimizationand construction of the innovation environment, the extent stressed on theknowledge innovation ability, technology innovation ability, transformation ability of innovation achievement and high or low level of regional economic development restrict thecultivation of regional innovation capacity in less developed areas. This is not only helpful toverify the influence factor model of regional innovation capacity presented by this paper, butalso provides profitable reference for regional innovation capacity cultivation.3. Based upon the presentation of the theoretical assumptions of influence factor modelof regional innovation capacity in less developed areas, the paper conducts the empiricalanalysis of regional innovation capacity in Heilongjiang province, one of the less developedareas in China, builds the structural equation model of regional innovation capacity inHeilongjiang province, revises this model, verifies the theoretical assumptions of influencefactor model for regional innovation capacity in less developed areas, regional innovationenvironment, regional knowledge innovation ability, regional technology innovation ability,regional transformation ability of innovation achievement and the level of regional economicdevelopment have the remarkable positive influence. This lays a theoretical foundation for thecultivation research on regional innovation capacity.4. Based upon the construction of influence factor model for regional innovationcapacity in less developed areas, the paper suggests the ideas, principles and establishment ofindex system, etc. for the evaluation of regional innovation capacity in less developed areas,and evaluates the regional innovation capacity of the Heilongjiang region in use of the fuzzycomprehensive evaluation method, the appraisal result proves the evaluating conclusion inthe national report of regional innovation capacity, this provides a new way for theconstruction of evaluating index system and the usage of the evaluating method of regionalinnovation capacity in less developed areas.5. The paper put forward the countermeasures for the cultivation of regional innovationcapacity in less developed areas. Through the analysis of foreign regional innovation capacitycultivation, the construction of influence factor model of regional innovation capacity and theevaluation of Heilongjiang province’s regional innovation capacity as the example of regionsin less developed areas, the paper suggests the move such as promoting the domination ofgovernmental innovation, enhancing the construction of innovation environment, exerting theinitiation of enterprise innovation, strengthening the capacity of enterprise innovation,arousing the enthusiasm of institutional innovation, building innovation service system,perfecting innovation mechanism of social participation, building a venture capital platform etc., this has the methodological guiding significance for cultivating regional innovationcapacity in less developed areas in China.
