Study On Problems And Countermeasures Of PPP Models In Chongqing Water Conservancy Infrastructure

It is generally known that "13th Five-Year" plan period is the decisive stage of completing the process of building a moderately well-off society in all aspects,also the key period of deepening the development of “Five functional areas of Chongqing “strategy and strengthen structural reform of the supply front.Now Chongqing's economic and social development enter a new stage of development and maintaining a good momentum,but challenges and opportunities coexist in the same too.As the special physical and geographical characteristics of Chongqing and the conditions of water resources,flood and drought disasters happens frequently,the shortage of engineering water?flood control and disaster reduction system and the construction of water conservancy still exist.So,how to take effective measures to fully mobilize all resources into the field of water conservancy infrastructure construction becomes the main purpose of this study.Traditionally,Most of the water conservancy infrastructure construction tasks are undertaken by the government,which not only resulted in government financial constraints,but also caused the long-standing inadequate investment in water infrastructure construction and low management efficiency,difficult to meet the needs of economic and social development.The rise of PPP modeland its successful use and promotion in the field of public infrastructure,provides a new choice for promote the construction of water conservancy infrastructure in the new period.For one thing,the PPP model promote the transformation of government functions,improve government service quality,for another,it also stimulus rational allocation of market resources effectively.Nowadays,China's local debt situation is grim and huge funding gap exist in infrastructure construction.Under these circumstances and coupled with the rapid development of the private economy,the PPP model qualified the material basis when participate in infrastructure construction.In this paper,the combination of theory and practice,qualitative and quantitative research ideas has been adopted.With the methods of literature review,comparative analysis,case analysis,and through the case at home and abroad,this study has expounded the reality and feasibility of implement the PPP model in Chongqing's water conservancy infrastructure construction field.In particular,it focuses on a large water conservancy project being implemented in Chongqing as an example.In the end,this paper puts forward the countermeasures and suggestions for the implementation of PPP model in the field of water conservancy infrastructure construction in Chongqing,trying to open up a new path for the investment and financing system of water conservancy infrastructure construction.
