Problems And Countermeasure Research For Huangge Town’s Rural Retained Land Development Process

With the rush of economic development, industrialization and urbanization, a mass ofrural collective lands have been imposed by the government, resulting in a substantialreduction of rural collective lands. And a large number of landless peasants appeared. As theproduct to ease social conflicts and maintain social stability--rural retained land emerged. Inorder to accelerate the development of rural retained lands, our country has issued a numberof policies and regulations to develop them. But no conspicuous effect has appeared.In the background of the development of Nansha District, Guangzhou,this paper isabout the retained lands in Huangge Town in Nansha district. Through taking methods as datacollection and staff interviews, this study introduces the current situation of landdevelopment of those villages, raising problems as cumbersome approval procedure and longcycle. Combining with local conditions, the author tries to put forward some correspondingcountermeasures which may increases the income of landless peasants in Huangge town, aswell as to promote the economic development and solve the problems of people’s livelihood.
