A Study On The Implementation Of The Retained Land Policy In Cangshan District Of Fuzhou City

With the development of urbanization,the government is increasing the requisition of rural collective land.In order to effectively protect the interests of the land-expropriated peasants and the collective interests of the village,many places have explored and implemented the policy of retained land,that is,the land-expropriated villages can acquire land or assets which returned according to the proportion,and through the development to obtain long-term stable benefits.Fuzhou,as an important coastal central city in Southeast China,has been exploring and implementing the retained lands policy in the main urban areas which including Cangshan District,since 2004.After more than ten years of modification and improvement,the retained lands policy has been achieved great results and also exposed itself,it also exposed some problems.This paper takes the resettlement policy of Cangshan District in Fuzhou City as the research object,reviews the development and implementation of the policy,and divides the Retained Lands Policy of Cangshan District into four stages:initial exploration stage,land compensation stage,monetary compensation stage of retention land index and large-scale repurchase of commercial fixed assets.In order to different periods of policy history background,characteristics of a clearer grasp.In the course of the study,through the methods of literature study,questionnaire survey and comparative study,combined with relevant survey data and practical work experience,this paper analyzes the problems existing in the implementation of the current retained lands policy of Cangshan District,as the three aspects of government management,village level economic organization operation,and the policy of retaining land.This paper also analyzes the deep-seated reasons,including the lack of government attention,the high threshold of funds required for the development of land-use projects,regional development level constraints.Finally,on the basis of summing up the practical experience of other areas in China,the author puts forward corresponding countermeasures from three aspects:improving the service level of the government,giving full play to the vitality of the collective economic organizations,and continuing to improve the existing policies on land resettlement,so as to further improve the collective land resettlement policy for the local government and other areas in China.Policies to promote the construction of urbanization and economic and social health development to provide reference and scientific basis for reference and reference.
