After the founding of New China, China began industrialization process on alarge-scale, carried out with the support of a large number of mine development andconstruction, and gradually formed a large number of cities and regions of theexploitation of natural resources, most resource-based region of Gansu province isformed at that time. Resource-based regions has a very important position in theprocess of modernization drive,and provide fossil materials for nationalconstruction, and make great contributions in promoting the development ofnational economy, enhancing the country’s economic strength, and improving thepeople’s living standard.However, due to extensive long-term high-intensity exploitation of resources,and the lack of state funds and industrial policy, the most resource-based regionsexhausted gradually, the way of exploit changed slowly, the transform ofmanufacturing technique slowly, the profit of corporation declined, the operatingbecame difficulty, and brought a series of economic, social, ecological andenvironmental problems, they affected the regional sustainable development andsocial stability. The economic transformation of resource-based regions is imminent.This thesis is based on the theory of industry life cycle, circular economy, industrialcluster, regional cooperation and sustainable development theory. Use the empiricalresearch and factor analysis, analysis of the existing problems of resource-based areasin our province as well as the factors affecting the transformation of resource-basedregions; establish the index system to evaluate the effect of transformation, measuredfrom four areas of the economy, society, resources and environment. Then proposedrestructuring and development strategy combined with domestic and internationalexperience of transition.
