We defined the economy which depend on the forestry resources and use tocreate the dominant economy in the region economy as forestry resource-basedregions. Because of limiting of resources, industrial transformation has become theonly way of sustainable development of resource-based region. Over the years, thetransformation of domestic and foreign scholars have been working on the coalresources in the industry, there is little research on the forestry resource-basedregions, the lack of theoretical achievements of industrial forestry resource-basedregions in transition. Based on the optimization of the industrial structure theory,regional economic theory, fuzzy entropy and the DEA model, drawing lessons fromthe achievements of domestic and foreign research at the present stage, carries outthe following research:Firstly, give out the definition of the concept of forestry resource depletion,probe into the internal influence factors of industrial forestry resource-based regionsin transition and the external factors, so as to clear the reason of forestry resourceindustry transformation, established the foundation of the study. Through theresearch of the domestic study and borrow some experience, clearing changes in theindustrial structure evolution process of industrial transformation of Resource-basedRegion and industry transformation, to find the existing industrial structure offorestry resource-based areas at the present stage problem and builds up thetheoretical basis for industrial transformation optimization.Secondly, bring the fuzzy entropy theory into the research of transition of forestryresource-based regions and provides a new idea for the transformation ofresource-based regional and industry evolution optimization. By the use of industrialadvantages of fuzzy entropy optimization and data envelopment analysis (DEA)model, evaluated the two aspects of scale of the future development of the industrycompetitiveness and the relative effectiveness of current industrial, constructingpreference model based on two-dimensional coordinates, leading industry selectionaccording to the position of each industry in the screen.Again, using the practical requirements of the model results and the transitionof forestry resource-based regions, according to the contrast of different modes andconditions of industry extension, complex and substitution of, to choose suitable forforestry resource-based regional industrial transformation model.Finally, via the above research results of empirical research on typical forestry resource-based regions of Greater Khingan Range area. Greater Khingan Rangeregional economic growth mainly depends on the forestry resources economy, inrecent years, the lack of forest resources has attracted great attention, and industrialtransformation in the requirements of the relevant departments, this paper analyzesthe problems in industrial transformation of the local actual situation, and adjust theindustrial structure, to explore the road of industrial transformation. At the same time,the support system of Greater Khingan Range area industrial restructuring policy,smooth transition for the implementation of the regional industry, policy support.
