Performance appraisal is a core issue of modern enterprise human resource management.The construction and application of scientific and reasonable bottom-line appraisal system is conducive to motivating the staff, which will have an important effect on driving the enterprise to achieve its operational objectives. With China's coal market oversupply situation deteriorating,China's coal mine industry needs a more scientific and advanced operation management so as to improve its competitiveness. Base district team, the main component of the coal mine, is the core part of the operation of the mine. Improve the scientific, advanced and operational management of the district team is to improve the competitiveness of the mine itself.At present, China's coal mine human resource management has more or less some problems. In this current weak coal market environment,the construction and implementation of a scientific and rational performance appraisal system is one of the important issues related to the survival and development of coal industry.This paper, according to the status of performance assessment and the original characteristics of the mine in H Coal Mine of SD Coal Group,constructs a reasonable appraisal system for the main leaders of the base district and the district team as well. The management of the district team will be more standardized and a realistic basis to this management can also be provided, which can stimulate the potential of the district team and make it work hard to achieve the objectives of the mine.This paper mainly studies the following five aspects: First, it analyzes the relevant theories of performance appraisal and then constructs the theoretical basis which has not been needed.Thirdly, it analyzes the present situation and existing problems of performance appraisal system of the grassroots level in H Coal Mine and a in-depth analysis of the reasons is also presented in this paper; Fourth, on the basis of the previous analysis, with the key performance appraisal method, 360-degree evaluation method, moral & positive performance method, this paper builds a performance appraisal system, which is suitable for the status of H Coal Mine and specifically suitable for mine district team as well; Finally, as per the status of mine management, this paper develops a performance appraisal supporting measures to guarantee its implementation.
