Research On The Construction Of Cost Sharing System For Rural Residents' Housing Security In Ningbo City As An Example

With the accelerating process of urbanization,the process of urbanization of agricultural population is seriously lagging behind,which can be attributed to various restrictive factors,which involves the aspects of system,culture,ability,cost and so on.The process of urbanization of rural residents is the process of realizing basic rights guarantee and enjoying public service.It involves the compulsory education of children,public health and family planning,employment support,safeguard of rights and interests,improvement of housing conditions and so on.It needs the central and local governments,enterprises and other common commitment and advance.Housing is the transfer of agricultural population into the town,settled in the town and fully integrated into the prerequisite for the protection of the town,is also the most critical part of urbanization of agricultural population.The existing research literature has a certain breadth and depth of the cost structure,the number of costs,the sharing of the main body and the ability to pay,and so on,which provides a theoretical basis for the further study of the housing problem of rural residents.However,most of the research is often from a more macro point of view(the total cost of the city)to start,making the rural residents in the housing cost of micro-level research has become worthy of attention.Therefore,on the basis of theoretical thinking and argumentation,it is the subject of this research to explore the cost of housing security in the process of urbanization of rural residents.The research is basically carried out from the following aspects.First of all,from the realization of urbanization,improving the social security system,solving the problem of rural residents and other aspects of the need to demonstrate the construction of rural residents housing cost sharing system.Secondly,through the investigation and analysis of the housing security policy,cost estimation and burden of rural residents in Ningbo,the present situation of sharing the cost of housing protection for rural residents is revealed from the real level.The focus is on the construction of the total cost expenditure model of the cost of sharing the cost of housing protection for rural residents,and based on the model combined with the Ningbo city statistics to estimate the cost of housing support for rural residents,on this basis,put forward targeted measures to share the needs of rural residents housing security of the funds to alleviate the government's concerns about the cost of housing for rural residents.Thirdly,combined with the theory of population migration and economic development,this paper analyzes the impact of the current new policies and new systems on the housing security of rural residents,and draws lessons from the beneficial experiences of rural residents in the same level.And providing a new perspective for how can the government provide housing security for rural residents.Finally,the paper discusses the construction plan of the cost sharing system of the housing guarantee for rural residents,including the establishment of the government and market cost sharing system,the cost sharing system of the central and local governments,the cost sharing system of the input and output sites,the one-time cost and continuity cost sharing system.
