Research On The Public Participation In Food Safety Supervision

"Food counts most for people and safety is the first to food".Food safety is an important standard to measure the quality of life,the level of social management and the construction of national legal system.In recent years,with frequent incidents of food safety,resulting in a series of rumors,panic and other social unstable factors,not only to people's physical and psychological threat,but also cause serious influence to the entire national economy,social stability and the government credibility.It's significant to do a good job on food safety and to provide public with safe food.The work of food safety has particularity.It's failure to use the administration of government and market,or other factors.So we must find a new way to solve it.This paper is based on the theory of public administration and public economics,etc.,emphasizing on the ways and methods of public participation in food safety supervision.So the jointly participation of government,market and society on the food safety management is highly advocated.Through field survey,summarize achievements and shortcomings of food safety work in Yinzhou district.Analysis the inadequate and obstacles of public participation,including insufficient supervision from government and sharing of information,the narrow channel of participation,weakness of the third party organization,and so on.Base on the advanced experience from the domestic and foreign,put forward the solution: change in functions of the government,strengthen information communication,increase the willingness?level and ability of public participation.This paper consists of four parts: First,it describes the background,significance,literature review,research ideas and research methods.Secondly,to understand the concept of public participation on food safety supervision,analysis the factors affecting food safety issues.In the third part,we do a survey about the knowledge,attitude and behavior on the food safety of Yinzhou District residents,and the survey results are analyzed.In the fourth part,taking Yinzhou District as an example,summarizing the current situation of public participation on food safety supervision,analyze the pros and cons.Based on the situation and reasons above,we need to further strengthen the supervision team construction,improve the information publicity system,cultivate the third party supervision organization and eventually to establish and perfect the supervision mechanism of public participation on food safety.
