The Industrial Transformation And Upgrading Of Hebei Under The Background Of The Collaborative Development Of Beijing,Tianjin And Hebei

The coordinated development of Beijing-Tianjin-Hebei,serving as a major national strategy of China,has brought Hebei Province wide-ranging and deep-seated opportunities for development.Hebei Province has sizable industry,albeit with predominated industry in that of Heavy-Chemistry,especially those of steel,coal,cement,glass— which are in serious excess capacity.The manufacturing industry,particularly that of modernized,is still at its premature stage.At the same time,the confliction between industrial development and the environment protection is becoming increasingly noteworthy.As China has stepped into the economic transition period,there is an urgent need to upgrade the industry of Hebei.It is not only the needs of their own development,but also to improve the atmospheric environment of Beijing,Tianjin and Hebei.With the background of the Beijing-Tianjin-Hebei integration,this paper studies the industrial transformation and upgrading of the industry in Hebei Province.The "Beijing-Tianjin-Hebei cooperation and development program",suggests Hebei as "the triple area and a base",id est,“the base of national logistics and trade”,“the experimental area of industrial transformation and upgrading”,“the area of novel urbanization and demonstration of urban-rural cooperation”,and “the area of ecological support for Beijing-Tianjin-Hebei”.Among these titles,that of the “experimental area of industrial transformation and upgrading” is of the primary importance.Investigating the transformation and upgrading of Hebei industry,this paper provides a novel perspective which has not been studied by the previous literature: it is based on the coordinated development of Beijing-Tianjin-Hebei and guided by the "Outline".Firstly,the definition of industrial transformation and upgrading formulated,and its relevant theories are carried out.Secondly,the current situation of industrial development in Hebei Province and the problems of industrial transformation and upgrading are examined.The study shows that the industrial development in Hebei Province is still at the primordial level: while the manufacture of heavy chemistry enjoys a large proportion of the industry,the modern manufacturing holds a meager one.The problems of industrial transformation and upgrading issues are severe indeed.Thirdly,the paths toward transforming and upgrading the industry of Hebei Province are studied.To enhance the feasibility of the research,this paper uses the Shift-Share method to analyze each sub-industry.Comparing the Shift-Share data of sub-industries in Hebei in the last six years in the chronicle basis,and comparing with that of Beijing and Tianjin in the sectional basis,the development of each sub-industry is examined,the key industries to be upgraded are identified,and its paths to transformation and upgrading is analyzed.Lastly,based on the problems faced by industrial transformation in Hebei Province and the direction of industrial transformation,microscopically,the paper introduces the roadmap for industrial transformation of specific industries of Hebei province,while macroscopically,it proposes the strategies and suggestions for industrial transformation and upgrading.
