The Current Situation And Countermeasure Of Labor Relations Under The Background Of Resolving Overcapacity In Hebei Province

Labor relations,as one of the most important social relations in the process of economic and social development,are formed by both employers and employees on the basis of the com mon goal of realizing the labor process.Hebei Province,as one of the key provinces of capacit y adjustment,the defuse overcapacity on steel and coal industry has resulting in varying degrees o f influence on harmonious labor relations,which means the relative of imbalance and number between the labor supply and demand has changed,affected the stability of the workforce and the harmonious labor relations.At the same time,the collective transformation of labor relatio ns in recent years has also deeply affected the practice of adjustment of labor relations in Heb ei Province in collective consultation and collective dispute handling,and has gradually becom e an important content to grasp the development trend of labor relations.According to the theoretical research on the impact of economic structural adjustment on the development of labor relations and the investigation of enterprise employees and operator s,combineding with the "State Council on resolving the serious excess capacity of the guidan ce" and other policies,this paper describes and analyzes the realization of the three rights to w ork and the right of democratic participation in Hebei province during the period of overcapac ity,shows the development of collective labor relations in Hebei Province during this period,a nd explores the main factors that affect the harmonious and stable development of collective l abor relations,try to find out the main problems faced by the development of labor relations i n Hebei Province during the period of structural adjustment andpossible path.Research indicates,the quality of the development of collective labor relations in the per iod of overcapacity in Hebei Province has a very important influence on the construction of h armonious labor relations,especially the realization of collective bargaining power and collecti ve action right maintained the workers significantly.In the process of adapting to the collectiv e transformation of labor relations,clear the promotion of labor relations harmonious and stabl e development concept first,and then reinforce the legal basis for regulating the development of labor relations,improve the participation mechanism and organizational basis of coordinating labor relations,using the theory of collective transformation of labor relations to guide the practice of labor relations development.
