Along with the development of economy and market economy since the reform and opening-up of China, labor relation has caused attentions of the whole society. During the development of regional and local economies, especially the eastern part of China. The non-public sector of the economy has been growing very fast, meanwhile the labor relation has become more and more intense, this has in a great extent impeded the speed and quality of the developing economy. Labor relation under the socialism market economy is quite different from the capitalism market economy relation which quite emphasized the relation between employers and employee. It is not a relation of so called "master and servant" either, It is a kind of contract relation on the basis of social equality and fair, naturally speaking, it’s a kind of economic interests relation. Thus, exploring the coordination and function mode of labor relation, innovating the interests balancing mechanism, solving profit contradictions between the two are unavoidably challenges we are facing during the transition of our society, even more, it’s a problem that should be emergently tackled with in the process of our establishment of harmonious society.This thesis sets the labor relation as the main studying object, and targets at building harmonious labor relations. It takes the case of the labor relations in Bin Hai area and try to explore the way to solve bothers and build a system frame and function mechanism which centered on interests coordination. Above these, it tries to offer theoretical support and policy recommendations to make the society more harmonious and improve welfare. There are6chapters in it:The first chapter is introduction part. It expatiates the significance and background of the topic, and summarizes the main researching work carried out by academicians’home and abroad. The main structure and studying methods are based on these.The second chapter is the theory basis of building labor relation coordination mechanisms, it reveals the three characteristics of labor relation as a kind of economic interest relations:Antagonism, Cooperative, Transferability. Interest coordination is corresponding to the nature of labor relation, is the core part of it and is the basis for building harmonious labor relations. In order to deepen the understanding of the labor relations of interest, this chapter try to build LCIM on the basis of which it can deduce the theory, study labor force rights,policy laws and labour unions dynamically.The third chapter describes the developing rules and advancing logics of labour relations in developed capitalism countries and new emerging market economy countries, then Summed up the relevant national experiences and lessons learned in the coordination of labor relations. In the after, it analyzed the difference between China and abroad and expatiated the importance of other countries’labor relations coordinating mechanism as references.The fourth chapter introduced the condition of the labor relations in our country through settling and analyzing data correlated. It pointed out that our country is in the process of transition, the unharmonious factors in labor relations become more obvious, and labor relations in general are unstable, labor dispute happens a lot,"strong capital versus weak labor" pattern everywhere. Through the comparison between "Changjiang Delta"," The Pearl River Delta"and "Area of annulus Bohai sea", it distinguished the condition of labor relations in Tian Jin among the three "Growth pole", and laid foundations for the further analysis of labor relations in Bin Hai area.The fifth chapter discussed the condition of labor relations in Bin Hai area. It concluded the main characteristics of the labor relations through investigation data and materials, described the main types and distribution of labor dissentions in recent years, then pointed out the problems that existed in labor relations management of BinHai, and analyzed these problems.On the basis of discussions in chapter four and chapter five, the last chapter proposed system design and structural suggestions to better the relations between labor force and the management people in BinHai area. The thesis holds that during the transition of the economy and society, to solve the unbalance between labor and capital, we should pay more attention to innovating the interests restriction mechanisms between the two:on the one hand, cultivating internal interest restriction mechanisms targeted at "Industrial autonomy", that includes profit share, interest negotiation, interest expression and interest compensation mechanisms. On the other hand, exert the influence of "visible hand", strengthen the external interest restrictions that count more on governmental supervision, meanwhile NGO should also play an important part in solving dissmentions and ensuring legal rights of enterprises and workers. The thesis made policy recommendations like law adjustment mechanism, administration adjustment mechanism, economic incentive mechanism, cultural Coordination Mechanism, monitoring and early warning mechanism, social control mechanism, corporate social responsibility mechanism and social coordinating participated by NGO to adjust the relations between labors and managers.
