As the typical resource-oriented city with non-renewable resources as the dominant industry in China,coal cities are facing transformation problems due to the gradual reduction of resources.There are a series of problems to be solved,such as resource exhaustion,industrial structure adjustment,environmental restoration,social employment,and the solution of these problems directly affects the transformation efficiency.Therefore,evaluation of the transformation efficiency and the formulation of corresponding transformation strategy are essential.It is a critical problem in the development of the coal city's transformation that how to take effective measures according to their own situation,in order to ease a series of economic,ecological and social contradiction due to recession of the coal industry.This paper first analyzes the development background and research status of the coal city's transformation,considering from the aspects of resources,environment,economy and society,then selects fixed assets investment,social employment,total power consumption,GRP,the proportion of GRP that the tertiary industry accounted for,average wages of staff and workers,Afforestation coverage of built-up area,as the input and output indicators in the transformation efficiency index system.According to the data of 23 coal cities in China in 2008-2015,this paper first analyses the efficiency and the redundancy value of coal cities and areas with two models of BC~2 method,then adds virtual decision-making unit,evaluates and sorts the transformation efficiency with DEA,effectively avoids the problem of multiple DMU whose efficiency value is1.Next,analyses cities and areas in different stages and types with Ward clustering analysis and sigma convergence inspection,finds out the problems,evolution regularity and difference in the transformation,and puts forward some reasonable suggestions.Through the comparison with the ideal DMU,it can be seen that there are certain problems in technology management,scale control and redundancy in each city,and the potential space of transformation is still very large.In some cities,the employment of social workers is obviously redundant,so it is necessary to improve the vocational qualification of the employment population and improve the management mode.The industrial structure of some cities is relatively more partial to the second industry,which can extend the industrial chain within the scope of the second industry,and increase the investment in the development of the tertiary industry,so as to find a successor or substitute industry.In terms of region,the transformation efficiency of the northeast region is the highest,while the western and central are the second most efficient,and the east is lowest.Different regions have different levels of social employment and electric power redundancy,so they need to control the investment scale of fixed assets and improve the utilization rate of resources.As a whole,there is a lack of regional coordination and development.In the pursuit of efficiency,the coordination among cities in the region should be taken into account.The national coal city's transformation efficiency has no obvious increase trend,shows that its long-term resource oriented industrial structure has not yet been well optimized,in the introduction of the capital scale,quality and development level of science and technology,education level,ecological restoration,etc.all needs to put efforts.
