The Research Of Photovoltaic Poverty Alleviation Project Risk Management

Photovoltaic poverty alleviation which is one of the targeted poverty alleviation projects identified by the state and a new approach of developing poverty alleviation has obvious industrial and social benefits.However,the difficulties of financing emerge as the growing scale of photovoltaic poverty alleviation.By using PPP(Public-Private Partnership)to introduce social capital to participate in the construction of projects has not only solved the financing problem,but also introduced advanced management methods,which will surely relieve the government of a great burden.Photovoltaic poverty alleviation is an effective poverty-alleviating model of domestically initiative of preciseness and accurateness.The National Energy Administration and Poverty Relief Office unveil top-level design of Photovoltaic poverty alleviation policy.Local provinces and cities simultaneously unveil a large number of photovoltaic poverty alleviation policies.Scholars at home and abroad have done a lot of research work about identification and evaluation of the risk of photovoltaic power generation project.Identify risks from aspects of energy efficiency,construction,synchronization and maintenance,etc.of project;Evaluate risks of project by using the decision tree,risk graph,fuzzy evaluation method,analytic hierarchy process,etc.The risk control system which established for general photovoltaic power projects is not fully suitable for Photovoltaic poverty alleviation projects because of the different particularities in construction,synchronization and maintenance,etc.The author mainly completed the following work:(1)Identify risk and establish list of risk factor for the project of photovoltaic poverty alleviation by using literature analysis and brainstorming method;(2)Establish the risk evaluation model for PPP mode of photovoltaic poverty alleviation project by using analytic hierarchy process and fuzzy comprehensive evaluation method;(3)Analyze and verify the theoretical model based on the actual cases.With the gradually popularization of photovoltaic poverty alleviation projects,correspondingly,the risk management of project will be increasingly focused.This paper will provide certain references to the innovation of risk management for both theory and practice about photovoltaic poverty alleviation projects.
