Study On Targeted Poverty Alleviation Of Domestic Type Distributed Photovoltaic Model

The 18 th Party Congress of China put forward the concept of “building of a moderately prosperous society in all respects" for the first time.Since then,the Party Central Committee put the poverty alleviation and development work to an unprecedented height.The Fifth Plenary Session of the 18 th Communist Party of China(CPC)Central Committee was held in 2015.The session approved the Central Committee's Proposal for Formulating the 13 th Five-Year Plan for National Economic and Social Development(2016-2020).The session noted that building a moderately prosperous society in all respects in China as a great strategic plan.So far,the poverty alleviation of the rural poor is still the most prominent shortcomings of building a moderately prosperous society in all respects.ShanXi is one of the key poverty alleviation provinces in China,nearly half of the province belongs to poor counties,and most of which are distributed in the ravines,with harsh natural conditions of two consecutive extremely poor areas in Taihang and Lvliang.In the exploration and trial of poverty alleviation,photovoltaic(PV)has gradually developed into a practical poverty alleviation project.In particular,the domestic type distributed PV system shows highly operational.Then it was highlighted and included in the "Top Ten Poverty Alleviation Projects" by the state council leading group office of poverty alleviation and development in 2015.In this paper,the development of poverty alleviation project of distributed photovoltaic power generation in Yegou village,Gaoping City is taken as an example.Firstly,the development background of poverty alleviation model of photovoltaic power generation in China is expounded,and then the feasibility and policy of distributed PV model and the background of the selection of the poverty alleviation model in Yegou village.Secondly,it introduces the constituent elements,the operational process and the operational mechanism of the distributed PV poverty alleviation model,also including the specific operational situation in this village.In addition,combined with the investigation,it analyzes the economic,political,social and ecological effectiveness and experience this village has gained to show this model has been a valuable approach of poverty alleviation and can be widely used,which is the main part of this thesis.Finally,it draws a conclusion that poverty alleviation model for domestic type distributed PV system has high availability,profitability and feasibility,which is worth being popularized.But it still reflects some problems during the implementation,such as the relevant laws and policies,the planning term,the management system,subsidy payment,profit distribution,the running and maintenance,safety protection and recycling.Besides,the author puts forward the improvement measures to the implementation of the model according to the practice,not only to idealize the relevant laws and policies but also to supply reference to develop this project in other areas.
