Evaluation On The Implementation Process Of Photovoltaic Poverty Alleviation Policy In Yangxin County,Hubei Province

This essay is based on Smith's policy implementation process theory,empirical analysis,using the tiered approach to study the implementation process of the photovoltaic poverty alleviation policy in Yangxin County,helps identify and resolve problems in policy implementation,optimize the policy implementation process,achieve the goal of poverty alleviation and poverty reduction.This essay takes Baisha,Fenglin,Futu and Wangying as the research samples of four key poverty alleviation towns in Yangxin County,the literature research method,field research method,model analysis method,analytic hierarchy process and questionnaire method were used to study the theory,index system,evidence,problems and optimization countermeasures of the implementation process of photovoltaic poverty alleviation policy in Yangxin County.First of all,established an evaluation index system for the implementation process of photovoltaic poverty alleviation policies in Yangxin County,consisting of four first-level indicators,ten second-level indicators,and 28 third-level indicators,the analytic hierarchy software is used to calculate the single weight and comprehensive weight of each level of indicators,and sort them.Secondly,the questionnaire was designed to analyze the comprehensive evaluation scores of the implementation process of photovoltaic poverty alleviation policy in Yangxin County from four dimensions:idealized policy,policy implementation organization,policy implementation target group,policy resource and policy environment.Thirdly,the policy implementation process of Baisha,Fenglin,Futu and Wangying was comprehensively evaluated and the evaluation results of the four townships were compared horizontally.Finally,combined with the results of empirical research and comprehensive evaluation,it is found that the problems in the implementation of the photovoltaic poverty alleviation policy in Yangxin County are:the division of labor of relevant functional departments is not clear enough and lacks cooperation,the personnel of the department are inadequately equipped,the qualifications of photovoltaic enterprises are uneven,and the profits are lower than expected,photovoltaic equipment lacks personnel maintenance and management and lacks effective incentive mechanisms;Analyze the reasons:the functional boundaries between departments are not clear,and there is no linkage between departments,the county's photovoltaic projects have not been coordinated and unified management,local technology and management personnel lack training,poverty alleviation cadres lack incentive mechanism,and photovoltaic poverty alleviation work has not formed a good working atmosphere;And propose optimization strategies:Clear functional boundaries,strengthen departmental linkages,coordinate the management of the county's photovoltaic poverty alleviation project,improve the quality of photovoltaic poverty alleviation,strengthen technical training,enhance the capacity of local maintenance and management personnel,establish incentive mechanisms for photovoltaic poverty alleviation cadres,and create a good working atmosphere for photovoltaic poverty alleviation.
