In today's society,unprecedented speed of knowledge updating,new technology and new thinking are constantly impacting traditional industries and also bring countless convenience to social development.In this external environment,organizations have to take the initiative or passively to make big and small changes,and there is a growing sense of uncertainty about careers of the staffs within it,job burnout of staffs has become a common problem in various industries.On the website of Human Resources Development of China,there were twice vocational languor investigations focusing on Chinese staffs in December 2004 and April 2008 respectively.The investigation result told us the ratio of civil servants having vocational languor feeling was high in list.The rank belonged to administrative system staffs.We haven't figured out the vocational languor condition of the employers belonging to external public institution and organization.In particular,there are few vocational languor research on external system staffs.But no matter for internal or external system staffs,vocational languor will directly influence their mental health and working efficiency,or even the administrative competence or credit of the government.Therefore,it is necessary to study corresponding solutions by the comparative study of influencing factors on job burnout for staffs in the internal or external system.Firstly,the article uses the literature research method and the sampling interview method to preliminarily understand the performance of job burnout of internal or external organizational staff;then analyses and summarizes the most likely causes of job burnout according to the interview data: workplace exclusion,sense of belonging and organizational justice,and designs and issues questionnaires according to it,finally makes the statistics and analysis of the questionnaires data.The following conclusions are drawn: the first is that there is no significant difference in the job burnout of the internal or external organizational staffs being investigated,however,17.9% of the permanent staffs were professional burnout above medium degree and 30.2% of staffs had a greater than median level of emotional exhaustion,among unofficial personnel who were surveyed,18.1% of the staffs were professional burnout above medium degree,and 33.8% of staffs had a greater than median level of emotional exhaustion,therefore,the proportion of the number of unofficial personnel who have the serious job burnout and the proportion of unofficial personnel who develop severe emotional exhaustion are higher than permanent staffs;the second is that the sense of fairness and belonging of the permanent staffs under investigation were significantly higher than unofficial personnel,but there is no significant difference in the sense of workplace exclusion between the two;the third is that workplace exclusion can positively predict job burnout for the internal or external organizational staffs,but the sense of fairness and belonging only has a backward prediction effect on the job burnout of the permanent staffs.In view of the above conclusions,hopes to prevent and cure the job burnout of staffs of government departments and public institutions through the following two aspects: the first is the individual aspect,strengthen physical activity to enhance physical fitness,sets up the correct professional value,learns the self-adjustment to alleviate the feeling of workplace rejection;the second is the organizational aspect,unimpeded communication channels reduce workplace exclusion,make staffs participate in daily management to form a sense of belonging,establish correct professional image,introduce EAP services,and improve all kind of systems to ensure fairness of the organization.
