The high-tech small and medium enterprise is an important part of China's enterprises,and plays an important role for China's economic and social development.The training and development is regarded as the main focus power for the twenty-first Century enterprises to improve their core competitiveness,to survive,development and prosperity.Based on the zone of proximal development theory and ST spiral training and development mode,the paper try to build a training and development mode for high-tech small and medium-sized enterprises.Compared with employees who work in an ordinary enterprise,they are different in the personal qualities,values,psychological needs,and work methods.Constructing the model of enterprise training and development as the fundamental way to improve the high-tech small and medium-sized enterprises of the quality of human capital.In order to clarify the core zone of proximal development structural elements of employees in high-tech small and medium-sized enterprises,the formation of the zone of proximal development owns four core structural elements,namely intellectual capital,capital,psychological capital and social capital.Supporting with these theories,the paper try to construct the zone of proximal development training and development mode including eight link constructions:firstly,enterprises need to make a clear analysis of the internal and external environmental factors and periodic characteristics of employee occupation career development and the strategic objectives of the organization.Secondly,enterprises need to make training and development goals.Thirdly,enterprises need to perform requirement analysis of staff.Fourthly,according to the zone of proximal development,we should classify the employee.Fifthly,we should set and release the training and development plan.Sixthly,we should allocate the resources in the training and development procession reasonably.Seventhly,we can use dynamic assessment to improve the effectiveness of feedback;Eighthly,we need realize the benign feedback and effective incentive in the high-tech small and medium enterprises.
