Study On The Development Of Information And Communication Industry In Tibetan Farming And Pastoral Areas

The information and communication industry,as the basic resource of innovation,integration and diffusion of the industrial development,is a strategic,basic and pilot industry which fully supports economic and social development.It is one of the fastest growing and most innovative fields and has become the important driving force to promote the development,transformation and upgrading of the social development.The great goal that Tibet will build a well-off society with the whole country by 2020 is the solemn oath made by the Central Party Committee with Comrade Xi Jinping as the core towards people of the whole country.Tibet is a gathering place of high altitude areas,border ethnic minority areas and concentrated contiguous areas.It is a arduous task to build a comprehensive well-off society for farming and pastoral areas on time.From the strategic height of building a well-off society in an all-round way,it is of great significance to promote the construction of a well-off society of a harmonious,wealthy,happy,legal,civilized and beautiful Tibetan agriculture and pastoral areas.Based on the background of build a well-off society in an all-round way and on the comprehensive demonstration of the development opportunity and the restrictive factors of Tibet's information and communication industry and based on the regional situation of Tibet,this dissertation analyzse the present situation of information and communication industry in Tibet agricultural and pastoral areas,explore opportunities for development and the situation we are facing and attempts to study the countermeasures that can meet and support the development of information and communication industry in farming and pastoral areas of the well-off society of Tibet by analyzing the practical experience and beneficial attempt of the development of information and communication industry in remote areas at home and abroad based on the practical situations of Tibet.This dissertation designed a reasonable and feasible development mode for the information and communication industry in Tibet agriculture and pastoral areas,expounded the general idea,main tasks,implementation methods and safeguards and further expounds the general idea,main tasks,methods and safeguard measures.Also,it formed a systematic development framework and system and based on Tibet regional situation it explored a development model of information and communication industry in agriculture and pastoral areas with "Tibetan characteristics" which can provide theoretical reference and direction for the information and communication industry to promote the steady and stable development of the Tibetan society and economy.
