Susainability Assessment For Rural Community Of Land Consolidation In Jiaxing

Rural development is not only an important component in building China's new socialist countryside,but also the key to realize modernization.Various polices were introduced by the government to promote rural development,e.g.,“new socialist countryside construction” and “beautiful countryside construction”.Recently,the strategy of “rural revitalization” has been proposed in 19 th National Congress of Communist Party of China.Local governments are encouraged to take many measures to revitalize the countryside.As one of the most important means to promote rural revitalization,land consolidation and rural community construction get more attention.The close connection between land consolidation and rural community construction provides new ideas to promote new socialist countryside construction and rural revitalization.From the aspect of function,the implementation of land consolidation must be implemented in construction of rural community.From the aspect of objective,land consolidation and rural community construction are mutually related and coupled.From the aspect of result,land consolidation can improve the living condition and production environment of rural community.Therefore,it is very significant to link them together and assess the sustainability in theory and practice.As a complex system,rural community generated from land consolidation should be systematically investigated.However,the existing study lacks such a systematic study about this topic.This thesis analyzes the rural community generated from land consolidation from the point of improving agricultural production,modifying living condition and promoting development of economic.Then,according to the principles of product development,living in affluence,rural civilization,appearance neatness and management democracy,this thesis selects the preliminary indicators for assessing sustainability from the existing literature.The preliminary indicators were classified into five aspects,namely,economy,society,governance,environment and culture.After that,these indicators were amended by expert interview.Experts were invited to assess the importance of the preliminary indicators and fuzzy mathematics was used to identify key indicators from these preliminary indicators for sustainability assessment.Finally,the evaluation model based on entropy and key assessment indicators was developed,which was further applied to assess the 17 rural communities generated from land consolidation in Jiaxing.The study found that land consolidation enhanced the sustainability of rural community.The sustainability of the 17 cases of Jiaxing is on the rise from 2006 to 2016.The result shows that the rural communities in Jiaxing can be divided into two groups.One is the first ladder(including 11 cases),another is second ladder(including 6 cases).Compared with the first ladder,the second ladder has higher sustainability performance.Various factors,e.g.,the geographic location,management system,and fund of construction contributes to the difference.In the end,according to the assessment result and key assessment factors,practical suggestions were put forward from the aspect of financial investment,rural basic-level organization construction and villager.These measures provide references for making policy to improve sustainability of rural community generated from land consolidation and implementing strategy of “rural revitalization”.
