With the increasing integration of the world economy,the competition among enterprises has become increasingly fierce in the final analysis is the talent competition,which essentially is talent competition.How to effectively develop human resources,staff quality,and the work performance of employees has become the key to gain competitive advantage.Currently,the training of human resources in the enterprise development process has been at the core of the growing status,and the training effect is directly related to the realization of corporate strategic objectives.Chinese tobacco industry after several years of significant reform and adjustment has been at higher starting point,the task facing with more difficult responsibility.Therefore,Chenzhou City,tobacco companies must be based on their actual situation.Design of an effective human resource training system to help enterprises to maintain personnel in complex market competition and gain a competitive advantage.In this paper,We systemly studied Chenzhou Tobacoo company's junior staff training situation and the main problems,which combined with the company's current business situation and development strategies affecting the company's traing practice,with flexible use of knowledge,technology and methods of these training we designed an effective development of the company for the new training system.First,a questionnaire survey for assessing training situation Chenzhou Tobacco Company employees were analyzed with the finding of existing training problems,which including:lack of proper understanding,lack of long-term development planning,lack of proper needs analysis,the lack of effective operation system and so on;Second,according to problem above,we proposed several initials;Specifizing the training needs of junior staff analysis specifications,and improving staff training management process improvement,we also proposed junior staff training system for teachers and curriculum system development improvement program,including staff training needs based on the analysis of the training management process improvements,teacher training system and curriculum development to improve the system.Finally,the paper concludes with some assisting initials from financial security,cultural security,system security and a series of security system to ensure the effective implementation of the training program,The study for the tobacco companies of Chenzhou City,not only provide tobacco company's human resources systems some new practice,but also has theoretical and practical value for tobacco business enterprises which have similar situations.
