Along with China telecom industry technological change and the process of world economic integration intensifies, the domestic carriers from the competition of the product, to the whole business of homogenization of the competition of the product, brand and product can bring competitive advantage to the enterprise, according to the existing operation mode, enterprise personnel quality becomes the main source of enterprise competitive advantage. How effectively the development of human resources, improve the quality of the staff, improve the performance of the employees in telecommunication industry, has become the operator access to the key competitive advantages.In this paper, taking the North China province telecommunication company staff quality ability education and training system planning as the object of study, through the province’s existing training implementation training organization, training, construction of curriculum system construction, online university platform extension, internal lecturer in management and the key course of the implementation of the project and so on, on the the existing training system for diagnosis, clear the existing deficiencies in the training work, and according to the shortcomings of the proposed improved scheme. Programme focus from training resource planning system, training management system planning, enhancing ability program three respects for the next three years training to explain and guidance, through the training system based on competency model curriculum establishment, training needs analysis system, training evaluation system, training capacity of the direction of planning the implementation of the project, a comprehensive enhance the province’s training effect transformation ability, ultimately enhance the province company whole personnel competence, improve and enhance the performance of employees, the company in the province telecommunication industry stay ahead of the competition conditions provide good human resource security.According to the North China province telecommunication company training system problems of diagnosis, the proposed training optimization strategy of telecom enterprise, which has a certain reference value. But as a result of the enterprise human resource training management from multiple perspective, this article mainly based on the training system of planning perspective on training system undertook preliminary analysis, has the certain limitation.
