Global climate change caused by greenhouse gas emission has bring challenges to human for survival and development,in this context,countries around the world have begun to attach attention to it and launch the exploration of low-carbon economic development model.The evolution of industrial structure is the motive of economic development,in low-carbon economy,industrial structure also is an important index to measure the quality of economic development.Different industrial structure may cause the difference of carbon emissions,therefore,the core problem of developing low carbon economy is how to realize energy conservation by optimizing industrial structure,and how to reverse the industrial structure optimization by taking low carbon economy as orientation.With the increasing support of central government to accelerate development,Fujian province have significant development opportunities as well as enormous emission reduction pressure.In front of the opportunity and emission reduction pressure,to develop low-carbon economy and speed up the transformation and upgrading of industrial structure are effective ways to realize the economic development and "win-win" energy saving and emission reduction in Fujian province.Based on related theory and literature an home and abroad,centering on the main line of how to realize the industrial structure optimization under the low carbon economy,this thesis explores the industrial structure optimization path from the following two aspects:first,building up the industrial structure optimization evaluation system,and carrying out comprehensive evaluation of the industrial structure optimization.Second,studying the interaction between pollution emission and industrial structure optimization.Firstly,the author conducts analysis on the development process of the industrial structure and carbon emission status in Fujian,and then,based on the real situations there,establishes the industrial structure optimization and evaluation system for three systems including economy,society and ecological environment,aiming to provide evaluation on the optimization status of the industrial structure and confirming the constraining factors for the low carbon development of the industrial structure there.The conclusion shows that the industrial structure optimization level of Fujian province is rising on the whole in 2000-2014,and it briefly falls back after the financial crisis.In recent years,the growth momentum of optimization level is moderating,the low service level of industrialization,the low level of industrial science and technology and the contradiction between industrialization and emission reduction hindered the industrial structure optimization.Meanwhile,the Granger Causal Relation Test method is adopted to explore the "forced" effort caused by pollution and emission reduction to industrial structure optimization,so as to find out the path of industrial structure optimization from policy-making standpoint.The result shows that the optimization of industrial structure,as the Granger cause of carbon emission intensity,can significantly affect the pollution reduction performance,while pollution and emission reduction cannot play as a "forced" effect on the optimization of the industrial structure.Finally,based on the restricting factors of the low-carbon industrial structure and the effect caused by pollution and emission reduction on industrial structure optimization,policy recommendations are put forward from industry,energy,technology and policy perspectives accordingly.
