| Chinese tourism industry has been rapid developed since china conducted opening-up and reform.In order to promote and create the healthy development environment of Chinese tourism market as well as the free and comprehensive development of tour guides,the government,enterprises and some scholars have made an effort to carry out legal policy and regulations.For example,the "Regulations on the Management of Tour Guides" was promulgated and implemented in May 14th,1999;also,the "Tourism Law" was implemented in October 1st October,2013,and some provisions were added in the "Labor Law","Contract Law".The government has also carried out strategic planning and management,such as the State Council issued the”State Council on Promoting the Reform and Development of the Tourism Industry" in August 9th,2014.The Chairman of National Tourism Bureau,Li Jinzao,has announced "515 Development Strategy" is the first priority for the development of China’s tourism 2015,Based on the strategy,Industry Tourism companies will gradually improve the internal management mechanism,researchers conducted a meaningful academic study.There is long way to go since Chinese tourism industry has developed slowly,imperfect mechanism has restricted the development of China’s tourism industry,but also affect the legitimate interests of tour guides.Guilin is a famous tourism city in China;the Guilin government has made important efforts in the tourism development and marketing.Such as Guilin people’s Congress focused on tourism services to enhance the project in the February 3rd,2016;Guilin will host the China-ASEAN Expo Tourism Exhibition" in October 20th,2016.After years of development,Guilin attacked large of amount of foreign tourists.Based on the analysis of trend of inbound tourism conducted by Xiecheng Website,Guilin was ranked the fourth among inbound tourism markets in china.However,there are a lot of problems in the monitory language tour guide group in Guilin,such as the number of tour guide insufficient,high mobility,low service quality and so on.The theses will comprehensively analysis the current development situation of minority language tour guide,measurements will be highlighted in the paper.Outline of the ThesisThis paper consists of five chapters as following:Chapter one expounds the research background,purpose and significance of the small language tour guide in Guilin.At the same time,it also points out the research methods and innovation points of the paper.Chapter two discusses the current situation of Guilin tourism market development,and researches the small language tourism market segmentation,analysis of the Guilin small language guides shortage,but also prospects the Guilin tourism market prospects that broad prospect.Chapter three based on the survey data and interview data,the present situations of the tourist guide of minority language in Guilin;the present situations of the tourist guide of minority all aspects of their the ability and so on。Chapter five summarizes the construction of the small language tour guide team in Guilin,and looks forward to the future development trends and prospects of the whole small language tour guide in Guilin.Innovation of the paper:Firstly,the study based on the questionnaire survey and in-depth interviews,grasp the status of the small language guides in Guilin,and then accurately summed up the existing problems of the small language tour guide team development in Guilin in,to enhance the research targeted,finally,a full range of countermeasures are put forward in the paper.At the same time,we should focus on the problems in the future,in order to provide basic information for the majority of researchers,and jointly promote the healthy development of the tourism industry in Guilin.Secondly,the concept of social governance is introduced in the paper,making a meaningful discussion from the perspective of social organization.Based on the perspective of social governance,this paper believes that it is a theoretical breakthrough.This paper theoretically opposes absolute dominance of the market,but also against the absolute dominance of the market,which helps to make clear their own responsibility,have certain theoretical guiding significance for the study of problems and measures.Issues to be further studied:how to realize the
