| With the economic development into the new normal,science and technology innovation has become an important factor in measuring the comprehensive national strength of country.The development and construction of sci-tech innovation platform is an vital part of national scientific and technological innovation sustainable development,it is also an important support for regional innovation system,the development of platform innovation capability has an immeasurable effect on the promotion of regional economic level,therefore,it is of practical and theoretical significance to do research on the innovation ability of regional science and technology innovation platform.Firstly,the article elaborated the concept,connotation and classification of the regional science and technology innovation and the related evaluation method.Then through the combing of relevant theories and the analysis of the present situation of innovation ability of sci-tech innovation platform in Hebei Province,on the basis of the evaluation criteria and principles,the paper constructs the innovation ability index system from four aspects: the scientific and technological innovation foundation,the scientific and technological innovation input,the scientific and technological innovation output and the science and the technology innovation service.Using the method of entropy and fuzzy matter-element method to compare the innovation ability of sci-tech innovation platform of Hebei Province in 2011-2016,as well as the 11 prefecture-level city of Hebei Province in 2016,and then analyzes the development trend of innovation ability of sci-tech innovation platform of Hebei Province in recent years and the distribution of resources and the development of innovation ability.Finally,through the evaluation of innovation of sci-tech innovation platform of Hebei Province in 2011-2016 close to maintain the trend of sustained growth,but there is no significant increase in innovation performance and lack of investment in science and technology,the 11 cities of sci-tech innovation platform in Hebei Province for the development of scientific and technological innovation capacity are unbalanced,and puts forward some policy suggestions for the innovation ability of sci-tech innovation platform in Hebei Province,research results also has some reference for other areas of sci-tech innovation platform for innovation capacity developing. |
