With the reform of the tax system in China,the tax collection?content?concept?collection and management environment and the means of tax collection and management have undergone profound changes,and new demands have been put forward for the construction of tax cadres?As an important part of the construction of cadre team,education training for tax officials also faces new problems and new challenges.Older cadre education training of how to deal with a team,low education level,profession and post does not match,professional talent shortage problem,solve the team qualified for the contradiction between quality and tax collection and administration ability demand,the cadres training work is an urgent need to solve the problem?In Jiangxi local tax,for example,this paper expounds the research background and significance of cadre ability quality model,based on the summary of domestic and foreign research present situation,ability quality model theory,combined with the author's practical work experience,has been clear about the this article research goal and the research train of thought as follows:To construct the competency model of tax cadres to meet the four needs,that is,to meet the organizational development goals,professional and post function characteristics,the competence of the position and the professional development needs of the cadres;Tailor-made for the job characteristics of the local tax department;It conforms to the requirements of detailed management and has the characteristics of standardized instrument,which can be operable.Be innovative;Tax cadres as the national administrative law enforcement has its specific characteristics and the characteristics of the post responsibility,it determines the ability of tax cadres quality research must be conducted within the framework of the administrative regulations of the state ?The ability of the tax cadre should have the ability to meet the general characteristics of the administrative characteristics.On the other hand,it should emphasize the competence of matching the job functions of the tax department?Based on the theory of competence quality iceberg model,according to the national civil servants general ability standard framework,combined with the tax work,the cadre ability quality can be divided into 10 categories,among them in the first 9classes for general quality,“X” for the post should have professional skills and professional quality?Himself from the analysis of Jiangxi local cadre ability quality status quo and existing problems in the cadres,in order to satisfy the four as the goal,from the tax position classification and analysis of tax cadres ability quality elements,constructing taxation cadres ability quality model?Adopted a method of expert interview method,questionnaire method and behavior object,investigating the tax cadres ability quality model elements,analysis,induction and abstraction,build on the basis of national civil servants general ability quality,in the framework of post competency quality of “9 + X”tax cadres ability quality model?In order to make the tax cadres ability quality model has been applied in the cadres training really,in this paper,the Jiangxi local tax the present conditions of the existing training system,for the current training work to promote the role of cadre ability quality and existing problems of in-depth analysis ? Local cadres training currently insufficient recognition of grass-roots tax department lack of understanding of training,the lack of a sound system of cadres training,training methods of traditional single,lack of diversity and training assessment evaluation mechanism is not sound,etc.In view of these problems,this paper puts forward some Suggestions for rationalization and maneuverability?Tax cadres ability quality model into the cadres training work,on the basis of ability quality model,set up tax cadres training post classification standard system,in accordance with the requirements of quality factors of the ability to post cadre customized courses,establish and improve the post classification grading course training system?This system is similar to the “compulsory courses-elective courses” in universities?
