Research On Risk Management In The Bidding Phase For The A International Engineering Project Of CSYIC

With "going out" strategy of overseas investment implemented by Chinese government,Chinese enterprises are becoming increasingly active in the international project contracting market.But,affected by multiple factors such as the global financial crisis and debt crisis in Europe and America,Africa and Latin America and other developing countries are at great risk of output environmental in the economic and social aspects.Although Chinese enterprises are paying more attention to overseas engineering project risk,whose researches are increasing and has made great achievement,compared with complex and ever-changing international engineering market,it is still inadequate,especially for international project bidding phase of the risk management research,and many aspects are not systematic and perfect.A Project is a design and construction general contracting project of an office building for Cameroon's State Administration of Taxation.Due to the African backward of Cameroon,and combined with high-risk of the international engineering project,it is needful to pay high attention to the project risk during bidding period.Tendering stage is the first step to enter the local market for the enterprises and bidding risk is the source of many risks,so the researches on risks of the bidding phase are of utmost importance.Based on the identification of the characteristics and properties of risks and from the perspective of international construction contractors in our country,this paper analyzes the current situation of risk management for A international engineering project by applying the project risk management theory firstly in the bidding stage.Secondly,with the help of project risk management methods,this paper studies and systematically analyses the risks of A international engineering project in the bidding stage and effectively identifies the related risk factors,providing the premise and basis for risk evaluation and response.Then,through qualitative and quantitative analysis of the risk,this paper confirms the risk of the A international engineering project tendering phase and risk list of importance,and establishes the analytic hierarchy process(AHP)and fuzzy risk assessment model.Finally,synthesizing A international project engineering characteristics and the project experiences,this paper sums up the risk coping strategies,achieving the result of comprehensive and perfect the bidding risk control system and providing the reference and support for the company's implementation of the international engineering projects.In strengthening the risk management level and international competitiveness of enterprises,this paper can provide the practice reference to the Chinese enterprises which are going to "go out" or are "going out" and achieve certain practical significance and reference value.
