| In February 29,2017,Yin Yumin,the Minister of state and social affairs,said at a press conference that there were three principles for the formulation of a delayed retirement plan: small steps,gradual implementation,differential treatment,step by step,early publicity and advance forecast.Compared with other countries,China has little experience in delayed retirement because of its historical problems and national conditions.Therefore,there are many difficulties to be solved.This paper focuses on the dilemma of delayed retirement in China under the welfare system and the corresponding countermeasures.This article is divided into six parts,which are as follows:The first part is preface.This paper introduces the background and significance of the thesis,which conceives the general research content of this paper,and puts forward the research focus,research method,innovation and shortcomings of this paper.The second part discusses the concept of delayed retirement.It mainly involves the key concepts such as retirement,flexible retirement and public welfare,and expounds the embodiment of equity theory under the perspective of public welfare.The third part is the relationship between delayed retirement and public welfare.Based on the welfare triangle theory under public welfare,this article discussed the relationship between the delayed retirement and public welfare.The fourth part analyzed the current situation of foreign retirement policy.The necessity and feasibility of delayed retirement in our country are analyzed by learning some development experiences of delayed retirement in the international context.The fifth part puts forward the practical difficulties and causes of delayed retirement.by analyzing the current situation of delayed retirement in China.The sixth part analyzed the difficulties of our country by learning from foreign experience and put forward the countermeasures to perfect the policy of postponing retirement. |
