The Study On The Function Of The Grass-roots Forestry Station After The Reform Of The Collective Forest Rights System

After several rounds of institutional reform,Liaoning's grass-roots forestry stations have been reduced in scale and rights.But its scope of function is in a state of continuous expansion.This makes the grass-roots forestry station have the contradiction that its strength can not meet the needs of performance.The nineteenth Congress of the party once again stressed the importance of the construction of ecological civilization.The primary forestry station is the terminal nerve of the forestry system.Its ability to perform his duties is very important for the construction of ecological civilization.This study uses the literature method.This study collects 537 research papers on the functions of grass-roots forestry stations;This study collects data from the survey questionnaire of forest farmers in 6 administrative villages in two counties in Liaoning.At the same time,a number of township(town)forestry owners and staff were interviewed.In this study,the status and existing problems of the basic forestry station in Liaoning are analyzed and the solutions are sought.According to the study,there are some problems such as inaccurate location of function focus,inadequate strength of functions and restriction of management system in Liaoning's grass-roots forestry stations.Liaoning needs to solve the problems by improving the forestry laws and regulations,increasing the investment in infrastructure construction and reconstructing the management mode of the grass-roots forestry.
