The previous researches on competency influence factors mainly include external environment, internal organization environment, corporate culture, post characteristics and so on.In recent years, domestic scholars undefined research on competency influence factors has extended to the level of "people".To study the influencing factors of competency in terms of personal traits, sex, age, length of service, educational background, etc. The study of competency from the aspects of human capital, such as age, length of service or education, can reflect the differences in the performance of competency among employees of different characteristic groups. However,it cannot reflect the influence on post competence caused by the increase or decrease of human capital stock of knowledge, skills and so on due to the "middle school" or the decline of health status after work. Therefore, the impact of human capital stock on staff competence becomes a problem to be explored. In practice, with the rapid development of digital production technology in oil fields, digital production mode has put forward new requirements for the post competence of employees. In the face of the change of production technology, due to the weak adaptability of the knowledge and skills accumulated by employees under the traditional production conditions to the new mode of production, some employees undefined human capital stock has been derogated. In particular, reflected in low academic qualifications and long service on the staff. Therefore, this paper takes the grass-roots employees of oil field enterprises as the research object, and explores the relationship between the human capital stock and the competency of the staff based on the life-cycle theory of human capital stock. The main contents are as follows:(1)On the basis of literature study, behavior event interview and expert interview, the competency measurement scale of employees in oilfield enterprises is developed, which is used for formal questionnaire survey of competency of employees in oil field enterprises.Based on the effective data collected,SPSS 22.0 and AMOS 20 were used to process the data.Reliability analysis, factor analysis and structural equation modeling were used to form the competency model of the employees in oil field enterprises. It is found that the competency model of the employees in oil field enterprises consists of three dimensions,16 factors, including professional accomplishment, basic knowledge and operational skills, and core operational skills.Based on the bivariate method, the human capital stock of the employees in oil field enterprises is evaluated.(2)A conceptual model of the effect of human capital stock on each dimension of employee competency is established. The hypothesis of the model is verified by AMOS 20.The results show that the human capital stock of employees has great influence on their professional literacy, basic knowledge and operational skills. The core operational skills have significant positive effects, and the univariate ANOVA shows that the gender of employees has no significant impact on their human capital stock.(3)The strategies for enterprises and employees to deal with the derogation of human capital stock are put forward, and suggestions on recruitment, training and performance evaluation are put forward according to the competency model of oilfield employees under the new production mode.According to the influence of human capital stock on employee competence, the author puts forward some suggestions on recruitment, training and post allocation. At the same time, due to the limitations of my research ability and the lack of relevant data, the research on the relationship between the stock of human capital and competence is still insufficient in this paper, which needs to be further improved in the selection of samples and the research of object classification.
