Based on the purpose of the study and the CHNS official tracking database, this paper determined the variables needed to be extracted from the survey data in the past 6 years,so as to explore the issue of intergenerational transmission of rural poverty in China. From the previous studies on this issue, analysis of innovative practice to put forward the Solon theory is applied in this paper, based on previous classical logarithmic regression model, with the investment of human capital and the government of the family investment in human capital, focusing on human capital investment of rural Chinese intergenerational transmission of poverty problem. With a view to effective implementation of China's poverty alleviation policy,we will achieve better service for tackling poverty alleviation..Get through this research. The survey data show that nearly 6 years, income growth trend of both parents and offspring, the growth rate is accelerating, and the income level in absolute poverty line, rural residents in China has been able to solve the problem of food and clothing. The education of the children has been significantly improved, and the average value of the latest survey has been able to complete compulsory education. The average education expenditure 12.57 times the average increase, increase of government expenditure on public education to promote education. The conclusion from the analysis of poverty and non poverty sample: non poor sample whether parents income or offspring income are greater than poverty sample;sample education years mean neutron generation is not up to the compulsory education, student education and government expenditure significantly lower than the non poor sample. The poverty samples were divided into male offspring and female offspring.Further analysis showed that the average income of the two parents have no significant difference, but the income of male offspring was significantly higher than that of the female offspring, and the education age of male offspring was also higher than that of the female offspring. The rural area of our country, especially poor families, family resource allocation tend to male offspring. The analysis of the classical logarithmic regression model shows that the intergenerational transfer coefficient of poverty in rural areas of China is 0.46,and there is no significant difference to the previous research.By the step of stepwise regression, the public education expenditure of the government can be seen that the government's public education expenditure can reduce the intergenerational transfer coefficient and promote the intergenerational liquidity. In the logarithmic regression model, after adding control variables,it is concluded that the intergenerational transfer coefficient of China's rural areas is 0.30.The coefficient of the future income of the government is positive to the 0.27.age,and the factor of age two times is negative, which shows that the relationship between age and income shows the two curve under the opening. The sub regional samples show that the intergenerational transmission coefficient of Chinese rural areas is larger than that of the eastern part and larger than that of the western regions. From the structural equation model,it can be seen that the income of the parents, the education expenditure of the government and the years of education of the parents have played a role in promoting the education of the children. The most important factor is the average education expenditure of the government, the second is the year of the father's education, the youngest is the father's income, and the coefficient of the years of education for the children is 0.052.Therefore,the government should increase public spending on education, especially to develop policy making for rural residents, making the rural children have the opportunity to receive enough education to get rid of poverty, the present situation, causing the effect of poverty alleviation, promoting social fairness.
