Research On The Influencing Factors And Policy Of The Intergenerational Transmission Of Poverty

The issue of poverty has been a major concern for people's livelihood in China's economic and social development in recent years.The report of the 19 th national congress of the communist party of China(CPC)pointed out that "we must resolutely win the battle against poverty and persist in targeted poverty alleviation and targeted poverty alleviation".The first time poverty alleviation and poverty alleviation appeared in the report of the party congress fully shows that the problem of poverty is increasingly serious.At the same time,it also shows the importance the party central committee attaches to the issue of poverty.The central economic work conference in December 2017 identified poverty alleviation as one of the three tasks for the coming year.The intergenerational transmission of rural poverty is a phenomenon of extremely deep poverty.Solving the intergenerational transmission of rural poverty is a specific measure to implement the spirit of targeted poverty alleviation of the central government and an important focus to accomplish the "poverty alleviation task" next year.In the 2018 government work report,it is once again clearly stated that we need to increase targeted poverty alleviation efforts,further promote industrial poverty alleviation,education poverty alleviation,health poverty alleviation,ecological poverty alleviation and other forms of multiple measures,carry out poverty alleviation work,and activate the endogenous driving force of poverty alleviation.In the government work report 2019,it is clearly stated that poverty alleviation should adhere to the current standards,focus on the deep povertystricken areas and special poverty-stricken groups,strengthen the fighting force,and improve the quality of poverty alleviation.Therefore,based on such a realistic background,this paper sorts out relevant literature studies at home and abroad from the aspects of the concept evolution of poverty to poverty intergenerational transmission,the measurement method of poverty intergenerational transmission,influencing factors,and the policy mechanism of blocking poverty intergenerational transmission,and points out the existing problems and deficiencies in the current research.Based on the predecessor research and the macro generation perspective,this paper firstly measure the factors affecting the intergenerational transmission of poverty in China and policy from the theoretical and empirical analysis,and then the paper systematically reviewed the poverty alleviation and blocking the intergenerational transfer practice at home and abroad,and then this paper has tried to construct the Chinese characteristic of intergenerational transfer factors theory framework,and on the basis of the selection index data,and this paper has measured these factors with using the corresponding variables from the scope of the national and provincial empirically measure.Then,on the basis of the empirical results,this paper extracted education financial input factors,and carries on the systematic impact mechanism analysis,put forward the education finance in the direct and indirect effect mechanism of the factors and measured and compared the difference between the two kinds of mechanism.Finally,based on the systematic study,this paper summarized the research conclusion and put forward some policies.The theoretical analysis of this paper focuses on the analysis from the framework of influencing factors of inter-generational transmission of poverty.Firstly,this paper reviews the research literature and theories on intergenerational transmission of poverty at home and abroad.By analyzing,the conclusion is that: the intergenerational poverty is a kind of deep poverty,and intergenerational poverty research started late in China,the problem of intergenerational poverty most studies in China focuses on the field of micro family and is not a systematic comparison between various influencing factors of scattered,the lack of a theoretical framework with Chinese characteristics.Secondly,this paper systematically reviews the practical experience of poverty reduction at home and abroad and the intergenerational transmission of poverty.After combing with the comparative studies,the conclusion is that if a country and region can persist in poverty reduction for a long period of time,it will have the effect of blocking the intergenerational transmission of poverty.Such sustained poverty reduction requires a strong fiscal base and stable and sustained economic growth.China has achieved remarkable results in poverty reduction,especially since the 18 th national congress of the communist party of China.At the same time,the intergenerational transmission of poverty was blocked in China,which was put forward relatively late.Finally,through the development concept of "five-in-one" of Xi jinping in the new era,this paper attempts to construct the framework of influencing factors of intergenerational transmission of poverty in China from five aspects,including economy,transportation,health,education and ecology.Based on this framework of influencing factors,the paper concludes that the educational financial factors have the greatest influence on the intergenerational transmission of poverty in China,and show the characteristics of "direct role is the main,indirect role is the auxiliary".The empirical analysis part of this paper is mainly based on the framework of influencing factors mentioned above,and empirically measures the degree of each influencing factor through the econometric model.First of all,this paper,based on the concept of income elasticity of economics,constructs the "macro intergenerational income elasticity index,to investigate the regional poverty degree of intergenerational transmission in our country,and comes up with the conclusion: the intergenerational transfer income elasticity is closely related to the degree of regional economic development,namely intergenerational income elasticity high places are often economically western underdeveloped region,the eastern coastal areas are in just the opposite.Secondly,based on the above the influence factors of building framework,to select indicators of variables from an empirical analysis on the national and regional levels respectively,and comes up with the conclusion: in this paper,the influence factors of building framework can better explain the problem of intergenerational transfer,and education factors,especially education financial factors on the problem of intergenerational transmission of blocking effect is the largest.Finally,this paper focuses on the empirical study of the dual mechanism of educational financial factors,and draws the conclusion that educational financial factors not only have a direct blocking effect,but also have an indirect blocking effect through other influencing factors.But on the whole,the educational finance factor presents the characteristic of "direct effect is dominant,indirect effect is subsidiary".Finally,based on the research conclusion and poverty reduction and block the intergenerational transmission of poverty at home and abroad successful experience,this paper puts forward the policy suggestions including two parts: one is to keep the economy stable and sustainable development,lay a solid financial economic basis for our country poverty alleviation and blocking the intergenerational transfer,at the same time,to implement more measures simultaneously,to form a systemic poverty alleviation policy system;Second,we should give full play to the core role of education finance in blocking the intergenerational transmission of poverty in China.It is necessary to have a deep understanding of the "dual role" blocking mechanism of educational financial factors,break through the existing understanding,give play to the organic connection between educational financial policies and other blocking policies,work closely together,and form a perfect blocking policy system,so as to ultimately improve China's poverty reduction and intergenerational transmission of poverty.
