A Study On The Relationship Of Human Capital,R&D Investment And Technological Upgrading Of Hi-tech Industry In China

Hi-tech industry is the core industry that leads the real economy development and reflects the technology level of a country's manufacturing industry.Hi-tech industry in our country is developing rapidly,the Hi-tech industry exports reached $ 6 billion in2016,and the R&D intensity exceeded 1.9% for the first time,but the Hi-tech industry growth rate decreased from 9% in 2005 to 3% in 2016,export growth rate between2013 to 2016 was-4%,showed the development of Hi-tech industry was underpowered.Human capital and R&D is a key factor of supply side optimization,exploring the effect of human capital,R&D and their allocation on the Hi-tech industry technology upgrades,is beneficial to improve Hi-tech industry technology innovation,and promote its sustainable and healthy development.The research content is:First of all,based on the analysis of hi-tech industrial output and inputs status,the paper uses human capital theory,input-output theory and new economic growth theory,then study the mechanism of human capital,R&D and their allocation in technological upgrading and propose relevant assumptions of incentive.And statistical regression models are constructed.Secondly,the paper uses the statistical software to solve static panel model and generalized moment estimation model,and verifies the hypothesis.It finds that human capital,R&D and their allocation have a strong positive effect on technical upgrading.The industrial structure,enterprise scale and government subsidies have different positive effects on technical upgrading of Hi-tech industries in different region,while property protection and opening-up needs to strengthen its effect.Finally,some policy suggestions has been putting forward according to the analysis conclusion.The government should develop regional policy system to coordinate the overall development of the region,and guide the direction of human quality flow and improve the transformation mechanism of scientific and technological achievements,then promote the efficiency of human and capital allocation of enterprises and foster small and medium-sized technology-based enterprises.
